A SUPERVISORY IT SPECIALIST (NETWORK/SYSADMIN), GS-2210-12, 1. Serves as the SASMO IT Branch Section Chief. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher-level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages continuous self-development. Coach, facilitate, solve work problems, and participate in the work of the team. Communicate assignments, milestones and deadlines to individuals. Observe training needs and relay training needs and requests to supervisor. Inform supervisor of attendance and behavioral problems. Relay requests for resources and supplies. Ensure the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion; Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution; Lead the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product; Train or arrange for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.
2. Plans and Directs Operations and Develops Policy. Plans, directs, coordinates, and interprets technical aspects of work functions/actions required of automated logistics information system operations encompassing a wide range of IT Management decisions. Ensures implementation and compliance with existing strategic and tactical architecture and infrastructure. Provides technical support and remote administration assistance for all subordinate units and Sustainment Automation Support Management Offices (SASMO) within the State/Territory. Provides input to and develops State/Territory level policy for automated logistics information system operations and ensures that new policies are consistent with the objectives of the Command. Coordinates with other information technology sections. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting customer goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and analysis systems to ensure actions are completed timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-inspection and presents a detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to improve quality, timeliness, and efficiency of work. Develops, plans, and implements policy on information technology life cycle logistics for automated logistics information systems..
