THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a DEFENSE TRAVEL ADMINISTRATOR (TITLE 5), Position Description Number T5129000 and is part of the FL USPFO, National Guard.
Duties
As a DEFENSE TRAVEL ADMINISTRATOR (TITLE 5), GS-0503-9, serve as the, Financial Defense Travel System Administrator (FDTSA) subject matter expert (SME), Defense Travel System (DTS) for the USPFO, and the state ARNG including its supported units. Responsible for authorizing and setting up the correct lines of accounting for payment of Government funds. Performs a variety of analytical, technical, and administrative work for substantive programs and support activities. Responsible for the control and coordination of all required actions to support successful deployments, operation and management of DTS for all military soldiers and Civilian employees using guidelines that often lack specificity due to changing mission requirements, i.e. changing travel destinations while en-route, delaying travel and foreign travel requirements.
Requirements
- Federal employment suitability as determined by a background investigation. Incumbent must possess or be able to acquire the appropriate level security clearance for this position.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must be Financial Manager Level 2 qualified within 2 years of employment.
- Must upload your most recent SF50.
Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Service "under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)", and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Army meet our mission requirements as a Defense Travel Administrator.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated.
INDEFINITE APPOINTMENT-All others (Not Current T5 or T32 Onboard) This is an obligated position (incumbent is on a military tour), selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

Selectee will receive an indefinite appointment (Tenure 3). If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.
SPECIALIZED EXPERIENCE: GS09 Must have at least 1 year equivalent to at least next lower grade level, in the normal line of progression through federal service or equivalent experience in the private or public sector involving the analysis, validation, processing and correction of military and civilian financial and travel pay transactions; independently utilizing regulatory guidance and a complete understanding of fiscal related automated systems and processes to ensure the accuracy and validity of disbursements, collections and adjustments related to financial or travel allocations.
