This position is located at the Tomah VA Medical Center (VAMC), Tomah, WI (676) - a Level 3 complexity VHA Facility and is organizationally aligned under the Facility Service Line. The primary purpose of this position is to coordinate and direct work performed by a variety of trades and labor employees, as well as perform a variety of administrative services. ** THIS IS A DETAIL OPPORTUNITY NOT TO EXCEED 120 DAYS

Duties

Major duties: Provides planning, directing, organizing, and exercising control in the Facility Maintenance and Operations Section. Assists the Facilities Service Line Manager in providing review and guidance of assigned technical programs and projects. Assists with broad managerial responsibilities over the transportation, roads and grounds, buildings and utilities repair/maintenance, electronic equipment repair/maintenance, and capital improvement programs. Identifies and evaluates continuing problems and initiate appropriate corrective action. Prepares technical operating instructions. Spot checks work in progress or problem areas and reviews completed work and inspections reports to ensure that production and quality standards are met. Ensures appropriate maintenance and repair of the Tomah VAMC facilities, including repair, upgrade, or replacement of utility systems; and inspection of the physical structures, utilities, roads and grounds of the medical center. Responsible for all associated documentation, and personally presents the program overview during The Joint Commission (TJC), Long Term Care Institute (LTCI), Office of Inspector General (OIG), and Commission on Accreditation of Rehabilitation Facilities (CARF) interview sessions. Performs periodic reviews of the Life Safety and Utilities Programs, the Facility Statement of Conditions, and associated equipment to assure compliance with regulations, operating standards, and ability to meet medical needs. Serves as Personal Property Coordinator ensuring that property is identified, inventoried, recorded, and disposed of in accordance with all pertinent regulations and instructions. Working with facility leadership, the incumbent will coordinate the facility space management program focusing on current and future space needs. Ensures that appropriate service contracts are in place to address the regular and recurring needs of the medical center. Participates in the formulation and justification of the service line's budget requirements, justifies budget requests, and initiates requests for personnel actions and equipment. Gathers and compiles records of organizational and workflow charts, staffing levels, mission/functional statements, and internal audit reports. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Specialized experience can also include: provide planning, directing, organizing, and exercising control in a Maintenance and Operations Section; assist in providing review and guidance of assigned technical programs and projects; assist with broad managerial responsibilities over transportation, roads and grounds, buildings and utilities repair/maintenance, electronic equipment repair/maintenance, and capital improvement programs; personal success with projects that generally vary in complexity from one project to another; provides technical and supervisory oversight to a service line; updates management of any subsequent problematic areas after review and provides trend and analysis data reports to clinical and administrative services; ability to interact, educate, and communicate with others is of importance in establishing appropriate guidelines for proper protocol and action of others; conducts open discussion and consultation with supervisors and associates on new or revision of policies, programs, objectives, requirements, or trends; and plans own work, coordinates with engineers or subject-matter specialists, resolves problems and carries assignments through to completion. Physical Requirements: The work is often sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle. Recurring assignments involve periods of standing, bending, and stooping to observe and study work operations in health facility project construction areas.
