This position is part of the Office of Environmental Management - Richland Operations Office, Department of Energy (DOE-RL). As a Industrial Property Management Specialist, you will administer the DOE-RL property management program, performing all the property management functions. Responsible for ensuring that DOE-RL and contractors comply with DOE and Federal Property Management Regulations.

Qualifications

BASIC REQUIREMENTS: You must meet the Basic Requirement described in the "Education Requirements" section under this Qualifications section. In addition to meeting the Basic Requirement, you must meet the following: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level. For the GS-13 grade level, you must have at least one year of specialized experience equivalent to the GS-12 level. Specialized experience for this position is defined as meeting ALL of the following: 1. Applies Federal, State, and local laws, regulations and of procedures applicable to asset and property management. AND 2. Performs administration of a personal property management program which provides for effective management of personal property in the custody of multiple contractors and subcontractors. AND 3. Evaluates reports, regulations, and other relevant material sufficient to develop, recommend, and implement policies and procedures on the acquisition or disposition of property assets. For the GS-12 grade level, you must have at least one year of specialized experience equivalent to the GS-11 level. Specialized experience for this position is defined as meeting ALL of the following: 1. Evaluates reports, regulations, and other relevant material sufficient to recommend changes to procedures on the acquisition or disposition of property assets. AND 2. Assists in the administrative functions and contractor oversight involving property management by multiple contractors and subcontractors. AND 3. Participates in evaluating the effectiveness of the contractor's procedures, for effecting property disposal actions of an unusual nature; and to monitor the contractor's disposition of excess or surplus property. The OPM Group Qualification Standard for this position is: General Schedule Qualification Standards (opm.gov) The Individual Occupational Requirement for this position is: Industrial Property Management Series 1103 (opm.gov) "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Education

BASIC REQUIREMENT: You must meet the following:

Undergraduate and Graduate Education degree with Major field of study - business administration, accounting, law, marketing, statistics,
production management, industrial management, or other fields related to the Industrial property Management position. (transcripts must be provided.)

OR

Specialized Experience (for positions above GS-5): Experience that demonstrated:
  • Skill in developing, implementing, administering, evaluating, monitoring, or coordinating programs, policies, regulations, and procedures concerned with the management, control, utilization, or disposition of personal or industrial property;
  • Knowledge of the values and uses of property items, merchandising methods, marketing techniques and outlets, or general trade practices related to the disposition of property; and/or the ability to understand and evaluate business practices relating to the acquisition, control, use, consumption, maintenance, and preservation of property;
  • Working knowledge of equipment, machinery, tools, materials, or other items of personal or real property;
  • Knowledge of Government sales policies, regulations, and methods; and
  • Knowledge of contract provisions, and ability to interpret and apply contract clauses and Government procurement regulations.
