This position is located in the Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A), Melbourne, FL. INL/A provides planning, operational and logistical support, and contract oversight for the INL counter-narcotics aviation program in Latin America Central America and aviation support to personnel under Chief of Mission authority in Iraq and Afghanistan referred to as Embassy Air.
Duties
Provides maintenance and quality control guidance to the contractors for single and multi-engine aircraft/helicopters.
Oversees contractor and host nation maintenance and aircraft quality control.
Performs research and trend analysis to uncover and resolve hard-to-solve issues and/or recurring problems with maintenance and quality programs.
Monitors the management of personnel, repair parts, equipment, and facilities assets to maintain and repair rotary and fixed wing aircraft.
Interprets current directives, maintenance policies, and procedures, and Federal Aviation Regulation guidance pertaining to the maintenance of program aircraft.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas.
Examples include:
Reviewing production activities and capabilities in light of contract quality requirements.
Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
Identifying inadequacies and requesting corrective action.
Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
In addition, qualifying specialized experience must demonstrate:
1. Experience performing contract oversight of contractor maintenance and quality control to collect, review, and disseminate data on maintenance and quality control procedures.
AND
2. Experience preparing, implementing, and reviewing of maintenance standard operating procedures for the management of aircraft maintenance activities.
There is no substitute of education for specialized experience for the GS-13 position.
