NOTE: This is a TERM appointment. Appointments to this position will not convey permanent status in the Federal service and will be for a period not to exceed (NTE) 13 months with the possibility of extension up to a total of no more than ten (10) years.
Duties
This position is located within the Department of the Interior, Office of the Secretary, Orphaned Wells Program Office, Program Administration Division. This position may be filled in Washington, DC -OR- Denver, CO.
At the full performance level GS-13 the major duties of this position include, but are not limited to the following:
Provides support in managing numerous requests for data and information, including individual requests from internal and external stakeholders, and proactively publishing data on the OWPO external website.
Responds to request for statistical data by performing data mining or data analytics and creating data visualizations, ensuring the visualization is clear, concise, and tailored to the intended audience.
Works independently and as a member of a team to lead and coordinate the efforts of other OWPO incumbents and stakeholders in solving complex and far-reaching data management issues and problems for a wide range of systems, applications, and customers.
Develops, modifies, and utilizes relational databases to maintain geographic and/or geologic data for conducting operational and planning analyses. Oversees development and operation of geographic and/or geologic data collection systems directly and/or in coordination with other government agencies and non-Federal sources.
Analyzes the technical and policy requirements needed to implement recommended digital solutions. Collaborates with internal and external teams to define, develop, and implement creative web content vision, strategies, and solutions.
Develops, monitors, and manages project plans that outline the scope, schedule, and/or budget of assigned projects.
OS has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
First time hires to the Federal government normally start at the lower salary range of the grade level.
Denver, CO - GS-13: $109,107 - $141,836
Washington, DC - GS-13: $112,015 - $145,617

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
AND (2) Specialized Experience:
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (Must meet ALL.)
Overseeing data analysis to gauge program performance and effectiveness.
Organizing and moving large amounts of structured and unstructured data.
Conducting analyses using software and/or programming languages to explore data, test hypotheses, predict outcomes, and inform decisions. AND
Creating graphical visualizations that appropriately represent findings.
