The primary purpose of this position is to provide cost, scope, drawings and/or detailed Planning to determine the method, manpower, material, and fund requirements to complete base real property maintenance, repair, and minor construction on facility infrastructure and systems.
Duties
Conducts on-site surveys for electrical and power production sections' in-housework orders.
Works inclusively with the CEO Flight elements for work-order processing.
Responsible for all administrative actions related to on-going work order projects.
Provides professional contact with base customers, such as commanders, organizational Civil Engineer representatives, facility managers, suppliers, and other CE Customers.
Complies with health, safety, and environmental, rules and procedures and performs work in a manner that enhances the safety of the work environment.

- The work will require employee to wear appropriate Protective Personal Equipment (PPE) in the performance of some aspects of this position.
- The work will require employee to drive a motor vehicle. Must possess an appropriate and valid driver's license.
- Work may occasionally require travel away from the normal duty station.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. Group Coverage Qualification Standard for Technical and Medical Support Positions.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Technical work in drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:
Planner and estimator who analyzed designs for production purposes.
Instrument maker or model maker who performed design or development work on devices fabricated.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of, and skill in applying, an extensive body of standard procedures or operations requiring extended training or experience in technical engineering methods and practices within the area of planning sufficient to identify and define the scope, material, and man-hours for all Operations flight electrical in-housework orders; knowledge to select the most efficient methods and procedures and how to carry out standard procedures based on assignments; comprehensive knowledge and application of the National Electric Code (NEC) and the Unified Facility Code (UFC) to ensure all planned electrical work orders meet the required codes.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of technical practices in order to plan, lay out, install, modify, troubleshoot and repair a variety of complete electrical systems and infrastructure. Skilled in use of electrical test equipment, i.e., test lamps, multimeters, circuit analyzers, circuit breaker testers, voltage recording meters, meggers, watt meters, ohmmeters, and ammeters.
2. Ability to read/interpret engineering and architectural plans and specifications and assist in the design of facilities and real property installed equipment supporting in-house work orders.
3. Knowledge of computer software, including Microsoft Word, PowerPoint, Excel, Access, and Civil Engineer programs, i.e., ABSS, ACES and IWIMS.
4. Ability to plan and record site/facility surveys and inspections.
5. Ability to research, analyzes, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
6. Knowledge of safety and occupational health principles, practices, procedures, laws, and regulations as they relate to Electrical and power production disciplines.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
