This position is located in the VHA Office of Finance, Payment Operations, Support Operations, Caregiver Stipend Department, Department of Veterans Affairs. This position has the responsibility for the processing and quantitative and qualitative analysis of benefits for Caregiver Support Program Veterans and Caregivers for accuracy and payment.

Duties

Identifies improper payments and initiate appropriate recoupment actions. Possesses effective verbal and written communication skills and mature judgment in dealing with people. Contacts commercial health insurance companies or healthcare providers to verify health insurance information. Reviews all application and payment data to determine whether or not the information and payment approvals are within program rules and regulations. Processes claims on a complex manual system that often require extensive calculations and determinations based on incomplete data. Examines, develops, and verifies relevant documentation related to applications submitted for payment. Provides experience and independent research that determines whether or not the documented tier level and associated payment rates are accurate, entered correctly, and released for payment. Work Schedule: Monday - Friday 6:00 am to 4:00 pm (8 hour shift determined after selection) Compressed/Flexible: Not authorized Telework: Eligible upon successful completion of training, supervisory approval and agency policy. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and as described below: GS-08 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Possesses effective verbal and written communication skills and mature judgment in dealing with people. Reviews all application and payment data to determine whether or not the information and payment approvals are within program rules and regulations. Physical Requirements: The work is primarily sedentary with long periods of sitting at a desk, working with computers daily. Some work may require walking in offices and similar areas for meetings. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
