This position is a FISH AND WILDLIFE BIOLOGIST, performing the work of a Habitat Restoration Biologist, GS- 0401-11/12 working in Anchorage, Alaska for the R7-Anchorage Fish and Wildlife Field Office.

Duties

As a FISH AND WILDLIFE BIOLOGIST, performing the work of a Habitat Restoration Biologist, your duties will include but are not limited to the following: Providing expertise, interpretation, coordination, and determination of compliance serving as the lead Fish Passage and Partners biologist, a steering committee member and USFWS point of contact for National Fish Habitat partnership(s) or other watershed partnerships within the geographic focus area. Ensuring that Habitat Restoration activities within the geographic focus area comply with Federal, State and local requirements and are compatible with Service objectives. This includes coordination with other service programs and agencies to achieve environmental compliance, and other tasks necessary to improve habitat and benefit our natural resources. Managing project timelines and budgets. This includes determining necessary funding for habitat restoration projects, purchasing of required supplies and services to ensure completion of work within appropriate time and funding limits for projects within the geographic focus area. Providing technical guidance on fish passage design and fish passage barrier removal, streambank restoration, and invasive plant management projects, which resulted in on-the-ground improvements for aquatic habitats. Providing technical oversight of habitat improvement projects funded through to the Habitat Restoration Program within the geographic focus area to ensure successful completion of habitat restoration and/or enhancement. The work may include data collection, site evaluation and design recommendations, landowner contacts, construction oversight, interagency coordination with professional and senior level management officials, writing private lands agreements. Providing financial assistance to project partners through Cooperative agreements or other appropriate funding mechanisms and tracking those agreements through completion, including necessary reporting and agreement closeouts. Completing annual target setting and accomplishment reporting in FIS and HabITS databases as needed.

Qualifications

Only experience and education obtained by 09/20/2023 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: A degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR Possess a combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. Minimum Qualification [GS-11] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Specialized experience includes: (1) assisting with technical guidance to project partners or field surveys and data to support habitat restoration work typical of the Partners for Fish and Wildlife, National Fish Passage, National Fish Habitat Partnership or equivalent restoration programs; (2) assisting with management of habitat restoration project budgets and timelines; and (3) assisting with development and tracking (e.g. reporting) of financial assistance to project partners through cooperative agreements or other similar funding mechanisms. NOTE: Your resume must contain sufficient information in these areas to be found qualified; OR Completed 3 years of graduate education leading to a Ph.D. degree or Ph.D or equivalent doctoral degree in wildlife biology, ecology, or a directly related field appropriate to this position; OR An equivalent combination of professional experience and graduate level education beyond the second year which together equals 100% of the requirements. (When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.). Minimum Qualification [GS-12] One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Specialized experience includes: (1) providing technical assistance to project partners for habitat restoration work typical of the Partners for Fish and Wildlife, National Fish Passage, National Fish Habitat Partnership or equivalent restoration programs; (2) providing construction oversight for habitat restoration projects; (3) managing habitat restoration project budgets and timelines; and (4) developing of financial assistance to project partners through cooperative agreements or other similar funding mechanisms. NOTE: Your resume must contain sufficient information in these areas to be found qualified. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
