This position is announced by the Federal Law Enforcement Training Centers on behalf of the Department of Homeland Security (DHS), Office of the Secretary, Under Secretary for Management, Office of the Chief Readiness Support Officer (CRSO). CRSO is responsible for unified headquarters consolidation strategy and policy for DHS and conducts strategic planning analysis, and development in support of the DHS strategic consolidation plan.
Duties
This position is located in the Department of Homeland Security (DHS), Office of the Under Secretary for Management (OUM), Office of the Chief Readiness Support Officer (CRSO), Sustainability & Environmental Programs (SEP), Energy Management Program in Washington DC. The purpose of the position is to provide a complete range of technical and program management services in support of the DHS's comprehensive Energy Management program.
Requirements
- You must possess, or submit to, a Single Scope Background Investigation adjudicated to Intelligence Community Directive 704 standards.
- You must be eligible and maintain standards for a TOP SECRET clearance, and access to Sensitive Compartmented Information and must sign the applicable non-disclosure agreements.
- You must successfully pass a background investigation.
- This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Top Secret/SCI security clearance.
- You will need to set up direct deposit so we can pay you.
- You will be required to undergo pre-appointment and random drug testing for illegal drug use. Employment is contingent upon favorable results.
- This position is eligible for telework based on agency policy.
- You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.

You must possess the following level of education by the closing date of this announcement:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. A combination of college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background was obtained by a Professional registration or licensure – Current registration as an Engineer Intern (EI), Engineers in Training (EIT), or licensure as a Professional Engineer (E) by any State, the District of Columbia, Guam, or Puerto Rico.
OR
C. A combination of college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background was obtained by a Written Test - Evidence of having successfully passing the Fundamentals of Engineering (FE) examination or any other written test required for a professional registration by an engineer licensure board in the various States, District of Columbia, Guam, and Puerto Rico.
OR
D. A combination of college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background was obtained by successful completion of 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under item A above.
OR
E. A combination of college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background was obtained by successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
AND
In addition to the basic requirements described above, you must meet the following Specialized Experience to be considered minimally qualified for this position: you must possess at least one year of specialized experience equivalent to the GS-13 grade level performing: 1) Employ engineering and program management to manage all energy program functions (i.e. energy conservation; renewable energy initiatives; facility energy management issues and improvement, etc.); 2) Formulate and implement department-wide policies and procedures to accomplish effective and innovative strategies in energy management; 3) Conceive, develop, and/or coordinate the implementation of critical and long-range departmental policies and procedures for energy generation, usage, management, and analysis; 4) Assess current and proposed legislation, regulations, and executive orders that relate to energy, renewable technology, and sustainability; and 5) Evaluate the effectiveness of the energy program and determine conformance with departmental policy and procedures.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
