The primary purpose of this position is as an Air Reserve Technician (ART) officer, to serve as the ISR Flight Commander in AFRC squadrons. The incumbent has responsibility for all ISR operational training and operational matters for the unit.
Duties
Duty 1: Provides expertise on Intelligence, Surveillance and Reconnaissance (JSR) operations, HUMINT, SIGINT, GEOINT/MATI , Acquisition Intelligence, Targeting, All-Source / Fusion Analysis,and intelligence products for execution of ISR tasking, collection, processing, analysis and dissemination.
Duty 2: Organizes, plans, and oversees the activities of the Group's operations and training programs.
Duty 3: Serves as an AFRC ISR expert, interfacing with AFRC and AF ISR Operations Centers, to maintain command/control/oversight and tasking of Air Force Reserve Forces within the ISR Squadron as well as Regular Air Force (RegAF) ISR units, missions, and operations
Duty 4:Manages the Flight operations and training, apportioning and scheduling programs for !SR members
Duty 5: Manges ISR training and readiness for the ISR Flight

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: ability to be responsible for direction and management of the !SR or ISS Squadron, supporting the !SR Group responsible for up to ten Intelligence Squadrons conducting highly technical, multi-disciplined !SR operations and training (to include HUMINT, SIGINT, GEOINT/MASINT, All-Source/Fusion Analysis. DCGS, Acquisition Intelligence, and Targeting) supporting the U.S. Air Force, DoD, and National level Agencies in the areas of foreign intelligence, foreign counterintelligence, counterterrorism, anti-terrorism, combat operations. and peacekeeping/peace building operations worldwide. Activities, functions. and services provided directly by the lSS Commander and his staff significantly impact the mission readiness and execution of !SR operations for those units under the !SR Group, as well as, the overall AFRC !SR training, readiness, and operations. The work programs being supervised are supporting Air Force, DoD, and International Community requirements. Additionally, the incumbent is responsible for the efficient and economical management or personnel and material resources. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Must be fully qualified and experienced intelligence officer preferably having operational experience in at least two or the below intelligence disciplines/operations: HUM INT, GEOINT/MASINT, SIGINT. All-Source Analysis/Fusion Analysis, DCGS, Targeting, Acquisition Intelligence, collection management. analytical production management. and dissemination. Experience desired in JSR operations, and TCPED of national, Global Hawk, U2 and Predator/Reaper Platforms, as one of the two JSR operational areas.
Senior level knowledge of world-wide JSR operational requirements and associated processes to support Combatant Commands and Theater Air Force Component Commands and understanding of !SR concepts. capabilities. and operations. Knowledge must also include laws. regulations, policies, and preccdei1ts which affect Flight JSR operational programs and related support resources
Knowledge or and ability to formulate operational and training plans and policies pertaining to ISR operations and training and unit operational and training activities.
Knowledge of advanced management and organizational principles and practices and major issues, program goals, missions, functions, administrative operations of the !SR Group, 10 AF, and HQ AFRC
Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies. management/organizational techniques, and military command
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making (lo include civilian and military)
Knowledge of operational and training programs throughout the group in order to conduct .studies. analyze findings, and make recommendations on substantive operating programs.
Ability to plan and organize workload and activities, manage multiple taskings, and communicate effectively both orally and in writing.
Ability to integrate Air Force Reserves into ISR operations and maintenance missions to include training while ensuring command/control oversight and tasking authorities are properly executed
