This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Coastal Plains Soil, Water, Plant Research Center, located in Florence, SC.
In this position, you will be responsible for planning and coordinating the business management activities for an organization; preparing financial or budgetary reports; and coordinating personnel actions.
Duties
Manages and leads the planning and execution of the Annual Resource Management Plan (ARMP) for the location.
Advises management officials on the regulatory requirements for the development and control of all extramural agreements.
Performs cost determinations for use in negotiation of such items as overhead charges, use of facilities, personnel to be furnished, and means of compensation.
Conducts administrative review of agreement statements of work and budgets, and approves all actions prior to submission to the Area Office.
Develops preliminary contract specifications ensuring adequate documentation, statement of work approvals, clearances, justification, and funds before forwarding to management.
Implements and oversees the Employee Orientation Program assuring that necessary information is provided to new employees and assuring that appropriate content changes are made.
Provides management advisory services and formulates and implements administrative management policies, procedures, operations, goals, and objectives.

Qualifications

GS-11
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience planning and coordinating the business management activities for an organization; preparing financial or budgetary reports; and coordinating personnel actions.
OR
Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Related degrees may include Business, Business Management, or Business Administration.

A combination of education and specialized experience
