These positions functions in an advanced developmental capacity as an Accounting Technicians in the Fiscal Program of the Bronx VA Medical Center in Bronx, NY. They are responsible for the examination, verification, and maintenance of accounts and accounting data. These positions require substantial knowledge of existing accounting systems standard accounting codes, classifications, and terminology.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Major duties and responsibilities include but are not limited to: Reviews and approves requisitions for services, supplies, real property, equipment, and adjustments for all appropriations Reviews and approves all receiving reports for transmission; Researches all daily rejects for miscellaneous orders, service orders, contracts, receiving reports, and amendments and makes corrections as necessary to resubmit transaction; Audits payment documents received from vendors, employees, Beneficiary Travel, Patient Funds, and the Agent Cashier for correctness; Processes 2237 and 1358 obligations and modifications on a daily basis according to accuracy, validity, and funding availability; Reviews records to determine accuracy of costing, timeliness of reconciliations, and appropriateness of purchases; Prepares written reports on the results of audits, reviews, and evaluations; Offsets convenience checks against obligation documents in a timely manner; Examines credit memos and reclaims from vendors to determine appropriateness; Directs and performs research of current accounts, historical data, source documents, etc., to develop and explain detailed information not otherwise readily available; Performs the reconciliation's of undelivered orders, accrued services payable between the general ledger control accounts and subsidiary documents; Performs all other duties as assigned. TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute. ~AND~ To qualify for this position at the GS-6 level, you must meet the following: Specialize Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Accounting Technician at a developmental level. Specialized experience includes understanding accounting principles, methods, procedures; validate transactions; perform research to resolve inconsistencies; tracing transactions entered and preparing worksheets or adjustments; and utilizing accounting system software package applications and computer systems to support accounting duties. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. To qualify for this position at the GS-7 level, you must meet the following: Specialize Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Accounting Technician independently. Specialized experience includes understanding accounting principles, methods, procedures, and techniques to conduct analysis; making determinations within an accounting system to validate transactions and to perform research to resolve inconsistencies; understand the interrelationship between appropriations and subsidiary records and control accounts; analyzing and detecting trends and problems affecting overall operations of accounting; tracing transactions entered and preparing worksheets or adjustments; and utilizing accounting system software package applications and computer systems to perform a variety of accounting duties. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. You will be rated on the following Competencies as part of the assessment questionnaire for this position: AccountingAccounting OperationsAttention to Detail IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary with some carrying of computer reports, boxes, and ledgers.
