Primary purpose: serve as an ATC specialist as it relates to airspace mgmnt for Air Mobility Command (AMC) and act as an advisor to the Director of Ops/Chief, Airspace and Airfield Ops Division on airspace development and utilization with the objective of meeting DoD, USAF, MAJCOM, and unit objectives through the safe and efficient use of available airspace. Duties
(con't) Incumbent in this position provides technical support to the Command Airspace Manager on HQ AMC airspace management requirements, and for Global Air Traffic Management (GATM) issues related to AMC aircraft equipage and operations.
Provides technical advice and staff assistance by providing technical support to the Command Airspace Manager and to the Airspace and Airfield Ops Div, Airfield Ops Flt Commanders and unit airspace managers on airspace studies/projects and issues
Represents USAF and AMC interest on issues related to temporary or permanent airspace and ensures interests are considered before new/modified actions are initiated.
Provides support to the Command Airspace manager by reviewing and evaluating existing, new or revised directives and policies from higher headquarters, FAA, and other agencies pertaining to airspace management and GATM issues
Investigates alleged domestic/international airspace violations, congressional inquiries/noise complaints; provides advice/testimony to commanders/boards of investigation or inquiry on alleged incidents/violations of Federal Air Rules and Regulations

- The incumbent must possess substantial resourcefulness, initiative, originality, and judgement in order to successfully represent the USAF and Air Mobility Command
- Performs temporary duty within and outside the Continental United States to conduct staff visits and attend air traffic control international meetings
- Incumbent must possess or qualify for a TOP SECRET clearance
- Incumbent may be required to work uncommon duty hours to ensure mission accomplishment
- Incumbent may be required to travel by military or commercial aircraft to foreign countries and must be able to possess and maintain an official government passport
- Incumbent must hold or have held an FAA Air Traffic Control certificate
- This position is designated by Air Force as a testing designated position (TDP). As a mandatory requirement for employment, the incumbent is to refrain from use of illegal drugs and if requested, must submit to urinalysis testing

Qualifications
QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Individual Occupational Requirements (IOR) for the GS-2152, Air Traffic Control Specialist Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of DoD, FAA, and International, policies, requirements, procedures, systems and their interrelationships with the FAA and the National Airspace System. Knowledge of environmental impacts, instructions on governing environmental planning, skill in applying analytical and evaluative methods and techniques. Include conducting studies, analyzing findings and making recommendations, preparing project papers and staff reports. This specialization also requires ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; skill to coordinate plans and actions with pilots and other controllers; and judgment to select and take the safest and most effective course of action from among several available choices.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge of the National Airspace Plan, the FAA operational structure and lines of authority
Professional knowledge of aviation principles and the theories, principles, practices and techniques of air traffic control, as well as detailed knowledge of strategic tactical airlift aircraft and air refueling mission requirements and operational characteristics and procedures
Knowledge of safety, and environmental requirements as outlined in applicable rules, regulations, and federal laws
Ability to communicate effectively both orally and in writing to prepare and present briefings, coordinate planning efforts and manage program activities, and gain cooperation from others through tact, courtesy and diplomacy
Ability to gather facts, evaluate and interpret data, identify potential problems, arrive at valid conclusions and offer meaningful recommendations and/or resolution
Ability to make instant decisions and select a course of action under high stress conditions associated with emergency situations
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
