About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.

Duties

Conduct research in connection with pending and/or past cases to prepare legal case file. Review case files to ensure they are administratively correct and in accordance with directives. Analyze legal documentation to make recommendations to attorney. Conduct legal analysis to provide input to the attorney when formulating legal advice. Conduct interviews to assist in the development of case data. Evaluate the admissibility of evidence in the federal and military courts. Review current victim-witness laws and guidelines to ensure full compliance. Utilize knowledge of a legal investigative techniques to develop sound factual basis for prosecution of cases for both documentary and testimonial evidence. Maintain a running index of proceedings, to include listings of witnesses and the marking and listing of exhibits. Use technology to prepare accurate summarized or verbatim records of proceedings in final form. Responsible for photographing non-documentary exhibits for inclusion in the final transcript. Review changes in legal precedent including court decision and statutory revisions. Monitor processing times on all military justice actions to ensure compliance within prescribed time limits. Maintain electronic databases to ensure proper recording of client services. Prepare legal documents required by final approval authorities on administrative actions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Paralegal Studies, Criminal Justice or Masters of Law, etc. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
