The employee in this Health System Specialist position reports to the Ambulatory Care Operations Director (ACOD)/Group Practice Manager (GPM). The position is located at the VA Medical Center in Detroit, Michigan.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The Health System Specialist provides assistance and support to the Ambulatory Care Operations Director (ACOD) / Group Practice Manager (GPM) and to all ambulatory care services in the facility and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable. The employee is responsible for Primary Care, Mental Health, Surgery, Medicine or Ancillary ambulatory clinics oversight and integration into an efficient Clinic Practice Management (CPM) model. Duties include but may not be limited to: Supports high quality, accessible, cost-effective health care services. Ensures a high-quality patient experience for the Veteran, by acting on feedback from the Veteran, his or her family and/or significant others, facility employees, expert clinical staff and the ACOD/GPM. Provides data, reports and assistance to the ACOD/GPM in their work in development of strategic plans for the facility as it relates to access to care. Integrates data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies. Measures and provides recommendations with an emphasis on improving clinical product line performance. Identifies and recommends improvements to optimize clinic management processes and access strategies. Communicates both orally and in a variety of written media with all levels of end users, management, and OI&T personnel, both internal and external to the facility. Utilizes automation and software systems and options that affect clinical practice. Maintains knowledge of technologies to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions, and to ensure quality management of clinical operations. Uses a wide range of analytical and evaluative methods and independent judgment to identify opportunities for enhancing Informatics performance and productivity. Examines highly complex systems and problems and determines actions to be taken to resolve those problems. Leads multidisciplinary teams to a common understanding of a problem or situation and how to best address the problem or situation. Performs extensive data collection from multiple sources, across organizational lines. Performs other duties as assigned. Qualifications

To qualify for this position, applicant(s) must meet the following: SPECIALIZED EXPERIENCE: Requires at least one (1) full year of specialized experience, equivalent to at least the next lower grade level (GS-11) in the Federal service, that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this Health Systems Specialist position, and that is typically in or related to the work of the position to be filled. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. This also includes experience in identifying, analyzing, and resolving issues throughout the facility and health system; interpreting a variety of data and reporting results; and conducting improvement studies. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Performance of the employee's duties may require extensive walking per day to meet with the facility managers and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via automotive vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Employee is often faced with changing priorities and with meeting deadlines.
