The primary purpose of this position is to operate up to five (5) high pressure extracting condensing steam turbine generators on the turbine room floor, five (5) diesel generators, controlling switchboard, base heat distribution and auxiliary systems at the Central Heat and Power Plant.

Duties

- Performs as the main operator on the turbine room side of the Co-generation plant. Operates power plant switchboard consisting of five centralized control stations for turbo generators, two centralized stations for diesel generators, 13 outgoing feeders (7200 volts). - Performs various operational repairs and preventive maintenance and emergency repairs on steam turbines, generators, diesel generators, and auxiliary equipment. - Takes reading every hour; maintain logs, records, and other plant data in accordance with established procedures. - Observes and controls steam pressure and temperature reducing valves (PRV) and de-superheating system.

  • The duties of this position meet all requirements as a cat4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively
  • This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • Must be able to obtain and maintain a Secret security clearance.
  • (Maintenance) the duties of this position require moderate physical exertion involving walking, climbing, standing. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required.
  • Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with/without correction, is required to perform the duties satisfactorily.
  • Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels.
  • Since the duties of these positions are exacting and responsible and involve activities under trying conditions, applicants must possess emotional and mental stability.
  • Any physical condition that would cause the applicant to be a hazard to himself/herself or others is disqualifying.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5400 Industrial Equipment Operation Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of an Electric Power Controller without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of technical practices in order to perform various operational repairs and preventive maintenance on high pressure extracting steam turbines, diesel generators, and auxiliary equipment. 2. Knowledge of equipment such as extracting steam turbine generators and large diesel generators (1.5 to 2.5 megawatts) and other auxiliary equipment in a Co-generation power plant. 3. Knowledge of safety practices and procedures. 4. Skill in the use of measuring instruments such as gauges, meters, recorders, analog/digital displays, plus computer generated data to determine operational status and make necessary adjustments. 5. Ability to operate high pressure steam turbine generators that produce electrical and heat loads, and to perform preventive maintenance and various operational repairs on them without more than normal supervision. 6. Ability to operate 720-volt switchboard and 480-volt motor control centers. Ability to interpret diagrams, drawings, operating manuals, or special facility procedures to be followed during emergencies, equipment failure, or system malfunction. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: The work requires moderate to strenuous effort. The work requires frequent standing, walking, bending, crouching, reaching, climbing, crawling and stooping. Climbing and working in high places may be required. Frequently lifts and carries, unassisted, items weighing up to 25 pounds. Sometimes may be required to lift and carry items weighing in excess of 25 pounds and over with the help of weight handling equipment or with assistance from other workers. WORKING CONDITIONS: Employee normally works indoors. Occasionally works outside for short periods. When working outside is subject to prevailing arctic weather conditions. Employee is subject to high voltage lines and electrical shock, high temperatures, constant noise, rotating machinery, dirt, grease, oils, and fumes in the work area. Subject to cuts and abrasions from use of tools and equipment and burns from hot water, steam, and contact with pipes and steam turbines.
