Duties

You will advise internal and external stakeholders on Navy?s application of Federal Accounting Standards Advisory Board?s PP and E and OM and S relevant Statements of Federal Financial Accounting Standards. You will lead and/or support the execution of Navy financial reporting in accordance with OMB Circular A-136. You will proactively leverage automation tools, e.g., robotic process automation solution, to develop and implement automated business processes in support of Navy operations and audit readiness. You will Perform due diligence and lead discussions that inform Navy?s strategic direction for relevant to-be business processes that are executed in financial and logistic systems of record. You will manage the day-to-day tasks performed by contractor support staff in support of asset remediation. You will lead the development of leadership briefs on progress toward the remediation of PP and E and OM and S material weaknesses. You will lead weekly facilitation of asset remediation discussions with Navy partners and Navy?s Independent Public Auditor (IPA). You will lead the development and daily management of corrective action plans outlining the actions required, action owner, estimated completion date(s) and risks mitigated.

  • This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience partnering with operational Navy Commands to implement business processes and controls that result in the accurate and complete reporting of Property, Plant and Equipment (PP&E) and Operating, Materials and Supplies (OM&S). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Basic Requirements

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
