You will serve as an IT SPECIALIST (SYSADMIN) in the VTC SUPPORT SECTION of COMMANDER US FLEET FORCES COMMAND.
Duties
You will develop and implement the Audio and Visual (A/V) systems strategy to support efficient decision-making.
You will lead and support the A/V initiatives and efforts that are aligned with Chief of Naval Operations (CNO) strategies, best practices, principles and tools.
You will develop and implements A/V system policy, guidance and procedures in conjunction with higher authorities, peer organizations and subordinates.
You will exercise full responsibility for program management and provide oversight on tasks and projects performed by contractors.
You will perform short and long term plans and support ongoing and future projects and/or requirements.
You will provide professional multimedia presentation and Video Teleconferencing (VTC) support which includes maintenance and configuration management of conference rooms, auditoriums, and operations center.
You will serve as the subject matter expert in the design, development, testing, implementation, administration, maintenance, and life cycle support of all GENSER, A/V, and Video Teleconferencing (VTC) systems in use.
You will consult, review, and perform A/V and VTC systems engineering and planning studies for all current and future A/V and VTC systems.
You will monitor daily operations and issues to ensure problems are identified early and transparently reported.
You will recommend and implement immediate solutions to known problems as they occur.
You will capture and record incident for archiving statistical usage data.
You will provide technical advice and briefs to upper management and Fleet leadership concerning A/V system design, A/V system capabilities, and problem resolution.
You will maintain state of the art computer protocols, best practices and security policies on A/V Systems to meet all organizational and end-user requirements.
You will submit Information Technology Procurement Requests (ITPR) for A/V equipment, devices, and software.
You will monitor Combatant Commander and subordinate VTC systems for compatibility and interoperability.
You will lead and coordinate with subject matter experts, end users, department heads, managers and key personnel to compile data, gather requirements, business rules and processes.

Qualifications
FOR THE GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying advance knowledge of state-of-the-art Audio/Visual technologies, methods, standards, and issues (e.g., security, privacy, accessibility) to provide guidance to Video Teleconferencing (VTC) network specialists and others involved in the planning, design, implementation, and maintenance of the Audio/Visual Systems; and ensure ongoing satisfaction of customers and IT management with the delivery of Audio/Visual services.
Experience applying knowledge of audio/visual methods and approaches for sharing information and collaboration through the use of IT assets; capital planning regulations and policies; methods for identifying and resolving IT related conflicts; new and innovative customer support methods and technologies.
Experience applying in depth knowledge of specialized communications processes and techniques utilized in the interface of Audio/Visual and VTC systems.
Experience applying in depth knowledge and skill in the design, development, testing, implementation, administration, maintenance, and life cycle support of all Audio/Visual and VTC systems.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
FOR THE GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of state-of-the-art Audio/Visual technologies, methods, standards, and issues (e.g., security, privacy, accessibility) to provide guidance to Video Teleconferencing (VTC) network specialists.
Experience applying knowledge of audio/visual methods and approaches for sharing information and collaboration through the use of IT assets.
Experience applying knowledge of specialized communications processes and techniques utilized in the interface of Audio/Visual and VTC systems.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Education
FOR THE GS-11:
The experience may be substituted with the following:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
The Degree must be in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
