The primary purpose of this position is to unction as a malware examiner in the field of Computer Forensics and Cyber Security in support of the AFOSI Investigations Operations Collections Nexus (ICON) Center, Field Operating Agency, USAF.

Duties

Employee initiates, plans and conducts applied research and exploratory development in the fields of computer science with emphasis on dynamic and static malware analysis and reverse engineering. Employee examines malicious programs and performs malware analysis using tools such as disassembler, debugger, System Monitor, Process Explorer, network monitors, packer analysis tools, code unpacking, binary analysis tools and code analysis tools. Identify different types of malware. Employee makes recommendations for improvements in analysis tools and processes.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

  • Information Assurance (IA) Certification is a condition of employment. This position includes IA work as a paramount duty requirement.

  • (A waiver of this 12 month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.) Failure to receive the proper IA certification may result in removal from this position.

  • The incumbent will be required to be available for other than normal duty hours, to include weekends, to support exercises and crisis response.
  • TDY may be required. The incumbent may be required to travel by military and/or commercial aircraft in the performance of assigned tasks.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery of and skill in applying the principles, theories, and methodologies of a specialty area as it relates to the respective disciplines of computer science. Knowledge of computer sciences and engineering concepts and principles which could be acquired by a bachelor's degree. Must be able to provide expert consultation to heads of major organizations, high-ranking Government officials, and key personnel within or outside the Federal Government. Formulates, tests, and evaluates new theories, principles, concepts, and practices of the discipline; provides management with expert technical guidance and recommendations for achieving the agency's objectives. Must earn recognition as a major contributor to published research studies or pioneering efforts that produce advanced theories, innovative applications, new scientific principles or new research technique. Practical knowledge of conventional methods and practices sufficient to complete computer forensic research projects (or assigned portions of complex and extensive project) involving components of computer systems, as well as knowledge of the hardware and software relationships in a modern computer system. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge and experience in a computer science /electrical engineering discipline to include software engineering concepts, network engineering concepts, software development best practices, and database design/development. Examples of desired course skill sets include: Computer Network Architecture and Programming, Computer Network Performance and Survivability, Data Communication and Computer Networks, Internetworking Protocols and Software, MS Windows .NET, Software Engineering, and Database Management systems and query languages. Extensive working knowledge of Windows Internals, to include APIs, processes/threads, memory management, and Windows Registry. 2. Expert knowledge of understanding of the Portable Executable (PE) format, and parsing of non-standard text files, and heavily experienced in software/program debugging. 3. Extensive knowledge of multiple computer science or electrical engineer disciplines, as demonstrated by specific coursework, experience, or certification. Demonstrated areas of expertise will include Python scripting, in-depth working knowledge of PERL, .NET, and Java, as well as extensive programming experience in x86 Assembly, C/C++/C#. 4. Highly exceptional verbal and written communication skills, including ability to produce as well as provide expert review of accurate and timely technical reports are required. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
