Responsible for products including policy development, requirement identification, surveys, plans, programs, designs and construction for the SRM and Military Construction programs for the 16 AF. The primary focus of this position is on electrical projects and programs but also accomplishes work on programs covering general engineering and other specialized engineering disciplines. Provides a wide range of engineering services in support of those activities and programs at locations worldwide.

Duties

DUTY 1: Performs professional electrical engineering work involving the application of electrical and/or other engineering disciplines to determine and support the intelligence production needs of customers through the acquisition, development, and/or sustainment/modernization of facility and infrastructure systems, sub- systems, support systems, equipment items, or an equivalent product. DUTY 2: Serves as an engineering consultant and technical expert to senior officials, intelligence specialists, program managers, and/or other agency representatives. DUTY 3: Performs complex and comprehensive analyses and uses systematic, disciplined, and quantifiable approaches to implement, develop, and document projects to address short- and long-range requirements for replacement of existing complex and major electrical systems, equipment, etc. DUTY 4: Keeps abreast of emerging technologies and anticipates in working groups and prepares correspondence, briefings, specifications, and other documentation relevant to assigned projects.

Qualifications

This is a GG-09, T13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-09 level. The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT: GG-0850 Electrical Engineer Degree: Engineering. To be acceptable, the curriculum must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR A combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, written test, specified academic courses or related curriculum. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include professional knowledge of advanced multidisciplinary engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment sufficient to apply experimental theories, principles, and concepts to project development, research, execution, and advisory services. Extensive knowledge of advanced engineering concepts, principles, practices, methods, and techniques to provide expert judgment concerning programs/operations; resolve unique ornovel problems, conditions, or issues; and significantly alter standard practices, processes, and known techniques. Expert knowledge of electrical engineering practices and procedures as they pertain to sustainment, modification, modernization, and construction management principles, concepts, policies, and systems to execute significant projects which represent an important segment of the 16 AF IW operating program. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of professional electrical engineering concepts, principles, and practices and extensive familiarity with mission critical facilities engineering disciplines and architecture; a broad range of engineering and construction standards methods, practices, and techniques, materials, and equipment to ensure work is in compliance with regulations and standards; and the operations, products, services, needs, and goals of O&M programs and assigned organizations and related customers, functions, resources, and users. Knowledge of standard contracting regulations, practices, and procedures; and work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds sufficient to provide technical advice and direction in support of facilities and infrastructure systems, subsystems, and/or support equipment. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Ability to apply engineering, methodologies, principles, and concepts to accurately identify facility and infrastructure requirements or shortfalls in support of intelligence facilities, systems, subsystems, and/or support equipment to determine potential courses of action, provide technical advice and direction, and/or recommend solutions to satisfy open requirements and resolve shortfalls. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems. Ability to quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resources based on mature judgment and experience, and present and/or defend a position effectively. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
