The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Michael E. DeBakey VA Medical Center (MEDVAMC). The position provides technical and administrative supervision to a unit of 4.0 (four) GS-1008-11 Interior Designers and 1 .0 (one) GS-1001-07 Interior Design Assistant.
Duties
The position oversees the daily operation of the unit, ensures that agency policies and priorities are being followed.
The position gives advice, counsel, and instruction to employees on both work and administrative matters.
The position is the supervisor for the Interior Design Team in the Facility and Strategic Planning Service of the Office of the Deputy Director.
Position is responsible as the supervisor for ensuring that the work assignments of the other Interior Designers of the Interior Design Section of the Facility and Strategic Planning Service of the Office of the Deputy Director are carried out by performing a range of duties.
Responsible for the design of the patient-friendly environments which are conducive to healing, safety and code compliant, aesthetically appealing, with clear and understandable maneuverability, all within the fiscal requirements set down by the VA and MEDVAMC Leadership.
Work Schedule: Monday to Friday 7:30am - 4:00pm (Subject to change based on the needs of the Agency)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Individual Occupational Requirement (IOR): The 1008 series requires specific education or experience to be met in order to be appointed into a position of this series. You must meet one of the pre-determined Education or Experience Individual Occupational Requirements listed below as set by Office of Personnel Management (OPM).
Education: Undergraduate and Graduate Education: Major study -- interior design or other field that included or was supplemented by at least 30 semester hours in interior design, interior architecture, or interior environmental design; or passage of the National Council for Interior Design Qualification (NCIDQ) examination. NOTE: Transcripts required

Specialized Experience: Experience that required the performance of work concerned with the design and alteration of interior spaces to meet functional and aesthetic needs. Examples of qualifying specialized experience include:
Identifying, researching, and creatively solving problems pertaining to the function and quality of the interior environment.
Performing services relative to interior spaces, including programming, design analysis, space planning and aesthetics, using specialized knowledge of interior construction, building systems and components, building codes, equipment, materials, and furnishings.
Preparing drawings and documents relative to the design of interior spaces in order to enhance and protect the health, safety, and welfare of the public.
Coordinating and integrating the mechanical, electrical, and structural engineering disciplines within the interior context.
Managing projects, developing cost estimates, evaluating bid proposals, reviewing construction documents, participating in on-site construction visits, conducting pre- and post-occupancy evaluations, developing standards for efficient space management, etc. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
In addition to the Individual Occupational Requirements, you must meet the following experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge and experience with Fundamental principles and theories of professional interior design and space planning; interpreting and producing scaled architectural floor plans, space layouts, reflected ceiling plans, finish plans, working drawings, specifications, detailed drawings for custom work and furniture fabrication; experience with and knowledge of building systems and construction techniques and working technical knowledge of accepted engineering and architectural practices necessary to independently design and supervise the design and construction work of contractors; ability to independently plan, select and procure furniture, fixtures, and equipment. This experience must be supported by your resume to be creditable.

Physical Requirements: Assignments regularly involve extended periods of standing, walking, bending, stooping and lifting while observing construction, study work progress, analyze space, manage product installations and manage product storage and incoming deliveries.
