The Office of the Chief Financial Officer (OCFO) is seeking highly skilled individuals to serve as Financial Management Specialists providing financial management knowledge and expertise to the establishment of technical program/project objectives and applying financial management principles, techniques, and concepts to the accomplishment of those objectives.
Duties
Serves as a financial expert on financial management activities; determining fiscal, budget and workforce resources requirements.
Controls expenditures, analyzes funds to identify possible trends which may result in surplus or shortage of funds, and recommends resource allocations based on priorities and needs of the project.
Leads the Project Programming, Budgeting, and Execution (PPBE) process for the project; coordinates, prepares, and provides expert advice on budget estimates and justifications; formulates a consolidated multiyear budget requirements submission.
Develops phasing plans for commitment, obligation, cost and disbursement; monitors, tracks, and reports on project performance versus these plans. Conducts annual year-end closing activities and reconcile with accounting records.
Provides technical team leadership, including guidance and oversight of day to day activities and assignment of tasks, to resources staff, provides support and guidance for project acquisitions.
Provides guidance and direction in the analysis and strategic approaches to matters related to monitoring and tracking financial activities for Agency-wide programs.
Develops resources data for presentations or reports on financial goals, objectives, and information to meet programmatic, budgetary, and management initiatives, presents data to various levels of management.
Develops audit responses and reviews for various internal and external authorities.
Requirements
- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Providing advice and guidance to stakeholders on budget preparation, development, and execution;
Leading budget estimation, justification, and execution activities; and
Participating in various levels of programmatic or institutional budget reviews.
