This position is located in the Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6) within the Supply Chain Management Service at the Durham, NC VA Medical Center (VAMC). Supervises multiple supply or material classes/series, ensuring compliance in section's specific areas of external quality assurance and business reviews.

Duties

Plans, directs and manages the activities of the Material Management Section, to include property management, equipment management, full warehouse receiving, and distribution. Transportation, mail center operations, and other operations sections may also fall under his/her purview. Synchronizes the section's requirements with other services/sections in the development of a sound course of action and rendering the correct interpretations and decisions involving all phases of the operations/requirements. Major Duties Oversees the lifecycle management of non-expendable assets in the VA HCS and supported catchment area. Develops multi-year equipment/NX plans for the entire VA HCS and supported catchment area, utilizing advanced automated non-expendable planning tools. Utilizes performance improvement methodologies such as lean and six/sigma to improve the overall management of NX assets in the VA HCS and supported catchment area. Conducts data analysis regarding NX asset needs based on disparate data points including projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value, and other factors which impact procurement decisions. Conducts procurement review, analyzing quotations received from vendors and recommends awards using the "best value" approach utilizing factors such as lifecycle, price, payment discounts, shipping costs, delivery times, and specifications. Monitors due-in actions, back order reports, and delinquent delivery reports and takes proper action to keep delinquent equipment deliveries to an acceptable minimum level. Coordinates final disposition of NX assets, including the reutilization program; organizes requirements of hazardous materials disposal, IT sanitization control; and appropriate shipment and transfer method. Develops strategies for implementing all future NX automated replacement systems, supply technologies and/or business practices related to Material Management Section functions. Oversees equipment installation of all construction projects, and serves as central point of contact for disposal, classification, segregation, redistribution of excess, scrap or salvage and utilization of a wide variety of administrative, technical, medical equipment and supplies. Oversees undelivered orders, accounts payable, and functions related to supply management including ordering, receiving, distribution and equipment accountability to the end of life. Oversees the Contracting Officer Representative (COR) for leased equipment and space; accountable for pharmaceutical controlled substances, and precious metals accountability. Monitors and manages multiple equipment fund control points, providing status of equipment funds to the Assistant CSCO and CSCO, ensuring continued operation within authorized funding, and controlling status of items on the annual equipment plan. Ensures equipment accountability of each service line is appropriately managed, assigned, and monitored through the monthly 5% inspection program. Trains and assists delegated staff on equipment acquisition, disposal, scanning and tracking of equipment for Equipment Inventory Listing (Ell) Custodial Official inventories, providing oversight and project management. Initiates Reports of Survey (ROS) for lost, damaged or stolen property. Reviews ROS for accuracy and completeness; solicits additional information from Service Lines or designated officials to clarify or explain circumstances surrounding the report. Ensures all equipment is properly classified by assigning the correct Category Stock Number (CSN). Capitalizes all equipment over$1,000,000.00 in the Ell and reports monthly depreciation values to Fiscal. Develops the ability of subordinate staff and others as appropriate to perform and contribute to the organization through coaching, mentoring, providing ongoing feedback, and by granting opportunities to learn through formal and informal methods. Administers training programs to Material Management Section staff and ensures assigned areas of responsibility are in compliance with applicable policies, regulations, and guidance including safety. Assists subordinate staff with performance issues as necessary; schedules and grants leave; and monitors overtime usage. Must possess a valid, state driver's license or commercial driver's license (CDL) or be able to obtain prior to the closing of this announcement. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/22/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
