You will serve as a FOREIGN AFFAIRS SPECIALIST in the POLICY DIRECTORATE of OFF OF THE UNDER SECRETARY OF THE NAVY.
Duties
You will lead working groups or task forces on strategy and policy development, political analysis, and operational planning.
You will plan and coordinate executive counterpart visits to include itinerary, office calls, and roundtable briefings.
You will monitor regional trends or regional organizations (e.g., security, economic, political decisions) which affect the security relationship with foreign countries.
You will prepare and deliver briefings to higher offices within agency, the Joint Staff, and the Office of the Secretary of Defense (OSD) as a basis for decisions or orientation.
You will prepare background papers and other materials on key security issues involving agency interests.
Requirements

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain an interim and/or final TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: BASIC.
Qualifications
GS-15: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Analyzing and evaluating issues related to International Affairs, Engagement and Security Cooperation;
Coordinating efforts across government agencies on defense and foreign policy and for senior leader engagements (e.g., Executive Departments, Defense Policy, Joint Staff, Defense Attach?, and State Department);
Developing and implementing foreign policies and plans; and
Preparing papers and briefing material to support senior leader's decisions.
GS-14: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Analyzing political, military, and economic matters affecting relations with foreign countries; and
Assisting in coordinating efforts across government agencies on defense and foreign policy and for senior leaders (e.g., Executive Departments, Defense Policy, Joint Staff, Defense Attach?, and State Department).

Education
Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown in A above, plus appropriate experience or additional education.

Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
