The Supply System Analyst position is aligned under the VISN 12 Supply Chain Management Service (SCMS) and is an advisor to the Network Chief Supply Chain Officer (CSCO). VISNs are networks of vertically and horizontally integrated Veterans Affairs Health Care Systems (VAHCS) serving Veterans across a broad geographic catchment area. VISNs provide a full continuum of health care services through medical centers, community-based and in-home programs, clinics, and extended care facilities.

Duties

Major duties: Monitors computer programs, software and hardware to improve efficiency in meeting established Supply Chain requirements; also recommends changes in data flow, sources of input, report formats, and calculations to satisfy supply management information needs. Accepts requests for system changes, conducts research to determine the validity of requests, refines the information provided, and prepares specifications for computer specialists to use in programming, testing, and implementing changes in automated supply systems. In collaboration with computer specialists, SMEs, and program managers, the incumbent evaluates problems with new and modified systems, including the logical flow, input errors, interconnections among data fields and program elements. Incumbent regularly recommends solutions to both supply and computer specialists, while serving as an advisor to supply management officials on methods and approaches to achieve optimal and effective utilization of equipment, systems, and methods to facilitate medical facility supply management operations and activities. Incumbent conducts a variety of special projects, studies, and analyses of problem areas related to a variety of management systems for supply management, stock control, inventory control, cataloging, and major item management, in order to facilitate maximum use of technological methodology. Performs feasibility studies and defines supply and inventory control functional requirements, and designs systems to accommodate functional requirements. Reviews new systems, proposed changes, policies, and regulatory guidance for impact on medical facility supply systems operations and prepares system implementation requirements for various functional areas of the medical facilities. Initiates and conducts special studies of automated data systems and proposes modifications and improvements, assuring that systems are responsive and fully meet supply mission requirements. Performs functional review, develops test criteria, and ensures appropriate conversion of functional systems conversion. Develops and implements new methods and techniques that satisfy broad medical facilities policy and technical requirements regarding the use and structure of automated supply information systems. Serves as a staff advisor and specialist in performing staff studies and system analysis across-the-board on projects and problems in the supply management area, including a variety of special projects covering a broad spectrum of supply management functions relative to electronic parts, systems and equipment for medical laboratories, water treatment operations, and related functions that require sophisticated and state-of-the-art systems that are located in medical facility organizations. Plans complex supply system analysis projects, obtains necessary cooperation and/or assistance and data from supply personnel, and intensively analyzes and recommends appropriate action, to formulate supply systems guides for supply specialists and technicians. Develops designated supply input for fiscal year or short range (1-3 years), analyzing material for reasonableness, consistency, and validity of various assumptions. The incumbent supports equipment Life cycle Management, with a customer focus, via data collection, information consolidation, source planning, and strategic analysis in acquisition planning. The incumbent is responsible for data measurement and management, analyzing major logistics programs, and developing recommendations to maximize quality acquisition and logistics strategies. The incumbent is one of the VISN contact points on matters related to performance measurement, program analysis and administration for the VISN SCMS Program Office. The incumbent plans, initiates and conducts management studies by establishing meaningful performance metrics, organizational and program reviews, manpower surveys, and work measurement studies to determine the overall effectiveness of major logistics programs and conformity with accepted management doctrines and assigned mission. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience (GS 12): You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Broad understanding of an interrelated chain of activities involving the process of supply, extending from the acquisition of an item through storage, distribution, utilization, consumption, or disposal. Understanding of related management activities, such as budget, data processing, procurement, property utilization, and financial management is required. Specialized knowledge of both supply systems and automated data processing methods and techniques. Knowledge of specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of supply programs and/or operations. Ability to analyze independently and resolve difficult issues and problems in the assigned area of responsibility involving, supply processes, work methods, supply data management, or day-to-day operational procedures. Thorough knowledge of integrated supply management functions and interfaces, medical facilities mission requirements, and specific and unique automated systems is required to determine the various areas of supply management activities that can be improved through the use of automated systems; and to develop and implement new methods and techniques that satisfy broad medical facilities policy and technical requirements regarding the use and structure of automated supply information systems. Knowledge of IT concepts, methods and techniques to determine the efficiency of computer programs, software and hardware in meeting established supply information requirements; and recommend changes in data flow, sources of input, report formats, and calculations to satisfy supply management information needs.
