The primary purpose of this position is to serve as a realty specialist in support of Air Force worldwide real estate assets with responsibility for acquisition, disposal, and/or management of real property assets, and in the investigation and resolution of the most complex and involved problems having exceptional economic, social, or political impact.

Duties

GS-11 1. Manages the workload of assigned Air Force MAJCOMs to insure that suspenses are met and real estate actions are completed on time. 2. Ensures accuracy of real estate transactional records and the reliability of records and reports prepared based upon information analyzed and consolidated. 3. Manages the Workflow Mailbox, manages suspense, making sure all actions are completed on time. 4. Acts as the Division records clerk performing research and analytical reviews of documents as well as filing and maintaining the electronic and paper file plan. GS-12 1. Manages the workload of assigned Air Force MAJCOMs to insure that suspenses are met and real estate actions are completed on time. 2. Provides assistance to subordinate Air Force installations in real estate policies and procedures and in the interpretation of all aspects of real estate activities promulgated by Public Law, Office of Management and Budget Circulars, Department of Defense Directives, Secretary of the Air Force Orders, and Air Force Instructions. 3. Responsible for the preparation of real estate transactions which consist of environmental and real estate documents. 4. Develops, evaluates real estate actions and issues, and executes programs for the disposal of Air Force land and facilities within area of responsibility working with and providing advice to Installations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. GS-11 Specialized Experience Statement I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience in the GS-09 grade level in the Federal service which includes the ability to work and implement agency, state, and local government realty statutes, policies, and procedures and appropriate statutes and policies to determine special requirements relating to routine transactions; understanding of environmental laws and regulations; and the ability to work acquisitions, disposal, and management of real estate. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Must have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Real Estate. OR COMBINATION OF EXPERIENCE AND EDUCATION: If you have less than the full amount of specialized experience described in the job opportunity announcement; however, and have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, have a combination of experience and education. Note: You must submit a copy of official transcripts. GS-12 Specialized Experience Statement I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience is the GS-11 grade level in the Federal service which includes ability to work site planning for construction projects, installation carrying capacity and development of land use plans, to analyze projects and achieve a cohesive approach to real property management; coordinating with agencies and higher-level politics and procedures and applicable Federal statutes pertaining to real estate issues to analyze and resolve conflicts in policy and program objectives and/or problems in very complex or controversial transactions involving complex negotiations; and understanding of environmental laws and regulations to determine alternate uses of property in light of current laws. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to accomplish and/or review complex real estate transactions which involve direct consultations and negotiations with Federal agencies, State governments, local community, officials, airport authorities, and landowners in matters associated with the acquisition, management and disposal of Air Force real estate assets. 2. Skill in evaluating need for supporting environmental and legal documents to support real estate transactions, obtaining and reviewing documents, and assembling the real estate package for required approval. 3. Knowledge of Federal, State, DOD, and Air Force laws, regulations, principles, policies, and practices of real estate programs. 4. Skill in analyzing and interpreting a wide variety of issues and recommending practical solutions to problems. 5. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
