The Quality Management Officer (QMO) is of an executive nature, comprised of complex leadership and administrative components, associated with critical health care issues and activities that influence the organizational mission, health care and policy. The QMO has programmatic oversight for Quality Management, Performance Improvement, Utilization Management, Continuous Readiness, Risk Management, Patient Safety, System Redesign and High Reliability across VISN 23.
Duties
Major Duties include but are not limited to:
Collaborates with Healthcare executives in creating the organizational mission and vision.
Directs the integration of nursing or nursing-related activities in the mutual development and achievement of organizational goals.
Facilitates management of organizational change required to achieve patient safety improvement and quality management goals, including identifying and facilitating resolution of obstacles to achieving these goals.
Creates an environment of system oriented continuous quality improvement, within which programs and quality of care effectiveness are evaluated, and when necessary, initiates or promotes correction action.
Uses specialized expertise to assess, design, measure and evaluate the Network Quality and Performance Improvement program.
Accepts substantial and continuing responsibility for directing/managing an integrated quality and performance improvement program that supports the missions, goals, and objectives of the Network and VHA.
Develops, implements, and maintains clinical and financial components of the Network quality and performance improvement program to improve the use of Network resources.
Utilizes current trends and relevant theory to identify, analyze, and resolve problem areas in quality and performance improvement.
Analyzes and interprets data to identify the effectiveness of initiatives and programs and identify opportunities for quality improvements.
Contributes to the development of standards for professional practice, as required by accrediting bodies and applicable regulations.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
4 to 6 years Quality Management Experience
Master of Science in Nursing (MSN) with 5 to 6 years of Quality Management Experience.
Doctoral degree in Nursing (DNP) with 4 to 5 years Quality Management Experience.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.
