This position is in the Assistant Directors Office. The duties and responsibilities are carried out through the McAlester VA Clinic. The Health System Specialist contributes to the definition of medical center, vision, values, goals, and action plans that support the Medical Center Strategic Plan.

Duties

Duties include, but are not limited too: Functions as the primary liaison to multiple staff offices and serves as the conduit for information flow and management assignments between the services offered in the respective Community Based Outpatient Clinic (CBOC). Conducts analytical studies on particular operational processes, issue topics, or related special projects. Conducts study planning, statistical measurement, data analysis, and report preparation and development and present analytical studies to senior leadership. Develops position papers and decision documents representing the position of the organization on a variety of complex and sensitive issues such as the quality or timeliness of Veteran care issues within the system, through Congressional interest. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division. Designs and implements policies, and procedures to manage administrative and personnel related functions. Reviews and evaluates guidance on various functions and procedures, identifies problem areas, and implements or recommends actions to improve procedures and increase efficiency, eliminate problems and conform to policy requirements. Develops, plans, issues, and implements procedures to comply with directives concerning administrative matters. Acts in a key role for planning, organization development, direction, and evaluation of medical center administration. Maintains all current documents necessary to meet the requirements of external reviews for the VA. Contacts and engages frequently with staff at all levels of the CBOC to facilitate the work of the office related to a variety of operations- focused assignments and projects initiated by senior leadership or program offices. Establishes internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures, which will increase the general flow of information and overcome bottlenecks in the administrative process. Participates in regular meetings with leadership and other senior leadership to address administrative management issues, resolve problems, and provide recommendations for correcting or improving processes and programs. Takes independent action to secure the required administrative and managerial support to meet operating requirements. Performs quality management activities, which are designed to improve quality of transaction procession, customer service activities or other procedure. Performs service performance improvement monitoring and other service-related performance measures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirement (IOR): The Health System Administration Series, 0671 has a minimum qualification entry requirement. All applicants must meet the one of the following Individual Occupational Requirement (IOR) to be qualified for this position. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Knowledge of budgeting, fiscal management, and procurement; Provides knowledge and guidance to leadership and program managers on budget and finance issues; Establishes and Maintains relations with multiple external groups, organizations, and institutions; Possess excellent communication skills and the ability to speak formally at meetings and events; Developing and coordinating internal review systems to ensure compliance over clinical and administrative positions; Oversees and facilitates the administrative management of the facility; Independently develops, plans, issues, and implements procedures to comply with directives concerning administrative matters; Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management, and data management within the division. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Some travel is required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education can only be substituted for the IOR requirement.

There is no educational substitution for the GS-12 level.
