The primary purpose of this position is to function as the base Test Control Officer (TCO) and primary Test Examiner (TE) in the administration of the military personnel testing program, to perform technical, specialized work in support of Total Force education and training functions.
Duties
Manages and oversees the installation's military personnel testing program for accession and aptitude testing, promotion testing, and proficiency, and career development and progression testing.
Provides support in verifying, maintaining, and updating promotion eligibility status, education and development levels, and training records in multiple office automation software and databases.
Performs routine and miscellaneous clerical work to include processing incoming mail, maintaining electronic files and posting updates as necessary, and preparing/maintaining office forms of various types.
Assist in providing informational and academic advisement to military personnel of all ranks, their dependents, and/or civilian personnel pursuing undergraduate/graduate, vocational, technical and professional development opportunities at various levels.

- Work may occasionally requires travel away from the normal duty station in order to administer tests to personnel assigned to Geographically Separated Units (GSUs).

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for the GS-1702, Education and Training Technician Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes extensive knowledge and understanding of military personnel instructions and principles related to operations of flying training programs and the military testing program required to analyze, interpret and apply to complex issues of valid test administrations, eligibility requirements, as well as other related testing issues to perform a wide variety of assignments. Knowledge of regulations, directives, policies, and procedures regarding the security and control of Controlled Test Material and classified test material as applied to receipt, storage, handling, and destruction of test material. Knowledge of the automated personnel data system necessary to enter data and to correct data, correct errors in personnel testing actions and periodic reports. Knowledge of how to plan, develop, and coordinate test rosters. Incumbent must be able to identify discrepancies by reconciling promotion eligibility rosters against correct test requirements for each examinee to prevent faulty test administration and potential test compromise. Knowledge of MILPDS, DJMS, CMS, PCIII, and other system interface methods required to reconcile authorized pay with actual pay received, correct discrepancies, and confirm pay account transactions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of military policies, instructions, principles, processes, policies, and procedures.
2. Knowledge of military personnel instructions, principles, processes, and policies and of the regulations, directives, policies and procedures regarding the receipt, storage, handling, and destruction of Controlled Test Material.
3. Knowledge of military policies and procedures relating to the military enlisted promotions program and military testing program.
4. Knowledge and understanding of the coding system and verification data applicable to promotion eligibility requirements in MILPDS, WIRE and related systems such as DJMS, PCIII, CMS and methods to interface the systems in order to compare pay authorized and pay received, correct discrepancies, and confirm pay account transactions.
5. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs.
6. Skill in applying basic analytical methods and techniques to resolve conflicts and determine adequacy of, or deficiencies in the program.
7. Ability to communicate effectively, both orally and in writing, and analyze automated products to determine adequacy and/or deficiencies of testing program, using tact and courtesy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
