The primary purpose of this position is to To oversee, manage, coordinate, and facilitate: one or more environmental programs; the activities of environmental service contractors, e.g. asbestos abatement contractors; the activities of base Unit Environmental Coordinators (UECs); and internal environmental inspections;

Duties

Summary Cont.: to perform highly technical environmental field work under minimal supervision, e.g. sampling for chemical contaminants or wildlife assays; and to assist the other program managers as required. Duties.: Administers one or more environmental programs by planning, developing, organizing, evaluating and coordinating the program(s). Reviews plans, specifications, and cost estimates for a variety of projects for procurement by contract or inhouse in support of environmental programs. Represents the Installation at meetings, conferences, panels, and committees comprised of representatives from regulatory agencies, other government agencies, and commercial organizations. Manages internal environmental inspections. Assists installation environmental program managers in the performance of their duties.

  • A valid motor vehicle operator?s license is required to drive an automobile to and from housing units, on and off base.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.(Cont. below)

  • This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued (Cont. below)

  • May be required to serve as a member of the Emergency Response Force during exercise or in the event of an actual emergency.

Qualifications

Conditions of Employment Cont.: The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the Environmental Protection Specialist Series, 0028. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes applying environmental protection program principles and procedures applicable to a wide range of duties in one or more program areas, and solving problems involving diverse aspects of environmental protection. Note: Your resume must show supporting detail in describing your experience, please be clear and specific. We will not make assumptions regarding your experience. OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Environment Engineering, Physical Science, Biological Science like education. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad knowledge of environmental protection principles, practices, techniques, procedures, laws, regulations, and current legislative issues to effectively perform project development, execution, training, and advisory services on assigned projects. Knowledge to identify and troubleshoot environmental problems requiring investigation of non-compliant or questionable conditions in assigned projects, and recommend solutions; and ability to plan, prioritize, and organize work to meet deadlines. Knowledge of general industrial and construction processes, methods, practices, techniques, materials, and equipment. Skill in conducting environmental compliance inspections. Ability to establish effective working relationships with others, and work cooperatively as a member of a team. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
