This position is located with the Bureau of Indian Affairs, Navajo Region in Crownpoint, New Mexico. The primary purpose of the position is to perform technical rangeland management work in support of natural resource management programs in rangeland environments.

Duties

Ensures grazing permits and leases are compliant with management plans and contact permittees/lessees on sensitive issues, and project maintenance and conditions. Serves as a point of contact, for permittee/lessee, on a variety of general inquiries. Ensure activities comply with existing protocols as they relate to noxious weed and invasive pant control and management. Assist with the grazing permit/lease administration and payments using automated system and address compliance to maintain grazing permit/lease. Identify areas to protect threatened and endangered species, cultural resources, and water resources; provide recommendations for funding. Maintains qualifications for Contracting Officer?s Representative (COR) or Project Inspector (PI) to manage project construction, monitor contract compliance, and/or approve project compliance. Conduct range unit inspections for grazing permit/lease compliance and authorizations, range improvements and specifications, cooperative agreements and take initial action in coordination with the land board and Tribal counterparts. Participate in development of management plans, collect information and data, and provide outreach to share results of rangeland inventory and monitoring, rangeland health, carrying capacity and stocking rate.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Technical and Medical Support positions and Individual Occupational Requirements for GS-0455: Range Technician Series) Individual Occupational Requirements Specialized Experience (for positions at GS-4 and above) In addition to the experience requirements described in the group coverage standard, seasonal experience may also be creditable. A season of experience is considered to be a period of no less than 3 months of continuous employment on a seasonal basis. Shorter periods may be combined to make a season, provided a total of at least 3 months' experience is shown. For any period where the work exceeded 3 months, the excess work is credited towards an additional season of experience. One season of experience is qualifying for GS-2; 2 seasons of experience qualify for GS-3; and 4 seasons of experience qualify for GS-4. Examples of qualifying specialized experience include: Work in the conservation, regulation, and use of public or Federally controlled lands for grazing. Range research activities. Work in the operation of a livestock ranch or in assisting in the management or preservation of lands comparable to the public range. Range or forest fire control, prevention, or suppression work. GS-06: In addition to meeting the experience requirements, one year specialized experience equivalent to the GS-5 grade level. Specialized experience is defined as the following: Conduct tests and inspections using work methods and techniques that were standard to rangeland management functions; Recommended or performed rangeland management development and monitoring including assisting in all support work on range unit boundary fences, water development, implementation of re-vegetation projects, or the treatment of noxious weeds; Performed a variety of assignments in support of rangeland management programs or projects where methods and techniques were generally applicable but sometimes required minor deviations based on field conditions; OR Successful completion of one full year of graduate education directly related to the work of the position; such as: forestry, range management, agriculture; OR A combination of specialized experience and education to meet the total experience. GS-7: In addition to the experience requirements, one year of specialized experience equivalent to at least the GS-6 grade level in the Federal service which involved work in the conservation, regulation, and use of public or Federally controlled lands for grazing; range research activities; work in the operation of a livestock ranch or in assisting in the management or preservation of lands. OR 1 full year of graduate education in forestry, range management, agriculture, or a subject-matter directly related to the position. GS-8: In addition to meeting the experience requirement, I have at least 1 year of specialized experience equivalent to at least the GS-7 grade level in the Federal service which involved plan, manage, monitor, and implement limited rangeland projects involving specialized or complex procedures; identify and correct deficiencies; resolve operational problems by precedents; recommend improve procedures; knowledge of livestock and livestock practices to identify grazing patterns and impact on rangelands. Identify major plant species. Use technologies as GIS; global positioning systems (GPS); computer programs and software application related to range program; develop reports. Plans and carries out the assignment. Exercises independent judgment and skill to interpret and analyze considerable data. GS-9: In addition to meeting the experience requirement, I have at least 1 year of specialized experience equivalent to at least the GS-8 grade level in the Federal service which involves extensive familiarity with the methods and practices of rangeland management sufficient to design, coordinate, and execute a variety of projects. Exercise independent judgment and skill to interpret and analyze considerable data, plan work, and refine methods and techniques to determine the best course of action for problem resolution. Conducts National Environmental Policy Act (NEPA) evaluations on these projects. Makes recommendations to improve efficiency of application of the grazing policy. Knowledge of livestock and livestock practices to identify grazing patterns and impact on rangelands. Identify major plant species. Use technologies as GIS; global positioning systems (GPS); computer programs and software application related to range program; prepare reports on findings and recommendations. OR 2 years of graduate level education or graduate education or a master's degree in forestry, range management, agriculture, or a subject-matter field directly related to the position. One year of full-time graduate education is considered to be the number of credit hours that your graduate school has determined to present one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) is considered as satisfying the requirement for one year of full-time graduate study.
