About the Position: You will serve as a USACE Logistics Center Property Book Officer (PBO) providing centralized property management and PBO services to two or more field delivery points (division HQS, districts, laboratories, FOAs). This position is situational telework only, including emergency and OPM prescribed "unscheduled" telework. Duty station is Huntsville, AL.

Duties

Evaluate the efficiency of supply programs. Resolves difficult issues and problems in the logistics program. Establish accountable property policy through interpretation and implementation of directives from higher authority. Maintain formal accounting records and accounts. Determine correct authorization, requisitioning, receipt and issue of property book equipment. Establish utilization criteria and standards to effectively determine current and future equipment requirements.

Requirements

  • You must obtain and maintain a secret security clearance.
  • You may be required to travel to district sites to conduct staff assistance visits to locate or verify personal property. Travel time may be 30% of position.

Specialized Experience: One year of specialized experience, which includes performing duties such as interpreting regulations in supply management systems; experience in methods and procedures to program, integrate, and execute life cycle management requirements for personal property, AND applying analytical techniques and methodologies for analyzing, developing and managing the property management program. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business management; finance; supply management; or business administration. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
