About the Position: This is a Realty Specialist, GS-1170-09/11 position with the U.S. Army Corps of Engineers, Southwestern Division (SWD), Fort Worth District, Real Estate Division, Management and Disposal Branch located in Fort Cavazos, TX. Position may be filled as a temporary promotion by a current permanent Army employee. Temporary promotions may be extended up to a maximum of 5 years and may be made permanent without further competition.

Duties

Represents the District in administering the management and disposal of government owned real property for both civil works and military projects. Develops plans and programs for disposal of real property determined to be excess by the Army, Air Force, and other agencies as requested as well as removal of buildings and other improvements in acquisition project areas. Processes correspondence to screen excess real property with other federal agencies. Plans, organizes, directs, and controls grants for the use of government-owned real property by others (outgrants) at Army installations, Air Force bases, and civil works projects. Conducts special and complex real estate investigations pertinent to civil projects and military lands.

  • Must obtain and maintain state's drivers license.
  • Appointment to this position is subject to a one- year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Current Department of Army Civilian Employees In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. GS-09 Specialized Experience: One year of specialized experience which includes: 1) Preparing grants for the use of government-owned real property by others for military or civil works projects; AND 2) Analyzing regulations or guidance related to outgrants for military or civil works projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, or Real Estate. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes: 1) Reviewing grants for the use of government-owned real property by others for military or civil works projects; AND 2) Performing inspections or investigations of outgrants for real estate projects related to military or civil works; AND 3) Interpreting regulations or guidance related to outgrants for military or civil works projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, or Real Estate. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Manages and Organizes InformationReal EstateWritten Communication Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education
