About the Position: Employee serves as the Explosive Safety Specialist Technical Lead, for the U.S. Army Joint Munitions Command (JMC), Camp Stanley Storage Activity (CSSA) located in Boerne, TX. Employee serves as the technical subject matter expert on the staff for all explosive safety matters related to CSSA operations and is the senior advisor to the Installation Manager, CSSA on all explosive safety issues.

Duties

Serve as technical advisor on all matters related to explosives handling, storage, and transportation. Determine if CSSA has met the Army?s requirements for appropriate explosives/ordnance marking, packaging, storage, and shipping. Assist the CSSA Safety Manager (SM) with ensuring personnel are adhering to Army and OSHA safety regulations. Work closely with CSSA staff as the point of contact for explosive safety matters.

Requirements

  • This position requires the employee to obtain and maintain a Secret Security Clearance.
  • This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor crime of domestic violence are not eligible for the position.
  • This position is covered by the Civilian Drug Abuse Testing Program. Incumbent is required to sign DA Form 5019-R and/or DA Form 7412 and requires an initial drug screening test as well as random drug tests for duration of employment.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Position requires heavy lifting up to 20 pounds.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Occupational Safety, Organizational Leadership, Occupational Safety and Health. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes knowledge of processes related to the methods of testing, storing, handling, and transporting various explosive materials; providing explosive safety program oversight and leadership, which involves evaluating, and overseeing the explosive safety program and/or activities; ensuring compliance with operational safety requirements; collaborating with the workforce to develop controls to reduce explosive effects in the workplace and equipment hazards resulting from construction, facilities modification, and/or work methods. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Occupational Safety, Organizational Leadership, Occupational Safety and Health. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Accident InvestigationAmmunition and ExplosivesQuality AssuranceRisk Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
