The incumbent serves as an expert on innovative and advanced manufacturing techniques for the Joint Production Acceleration Cell and contributes to the development and analysis of industrial production, resilience, and surge capacity for key defense weapons systems and supplies.

This position is being filled under Direct Hire Authority (DHA) in accordance with Section HA IAW DCPAS Message 2020037: Direct Hire Authority for Certain Personnel of the Department of Defense, 3. E. - acquisition position/Life Cycle Logistics outlined in Table 1 page 6.

Incumbents typical work assignments may include the following:
Serves as an A&S expert and advisor on innovative and advanced manufacturing and production capabilities to support the warfighter, as well as partners and allies.
Develop strategies for "surge production" of key weapons systems.
Manage Joint Production Acceleration Cell efforts to integrate digital engineering and new manufacturing techniques at scale for major weapons systems, including additive manufacturing, new materials, automation, and factory-of-the-future concepts.
Support/lead efforts to identify and engage industry stakeholders and manufacturing experts to integrate best practices for scalable and flexible manufacturing into the defense industrial base.
Develop and maintain acquisition expertise related to key weapons systems.
Plan, develop, implement and manage effective and affordable product support strategies throughout the life cycle for weapons, platforms, or materiel.
Independently research and investigate new or improved business and management practices for application to agency programs or operations.
Independently analyze new or proposed legislation or regulations to determine impact on program operations and management
Develop and maintain strong working relationships with stakeholders supporting advanced and additive manufacturing efforts in DoD, including OSD, DLA, the military services, stakeholders in the defense innovation ecosystem, including the Defense Innovation Unit, and with non-traditional contractors and small businesses

- DAWIA (Back to Basics) Certification: Position requires DoD Acquisition Life Cycle Logistics Foundational level certification within 36 months of entry into position and must acquire 80 Continuous learning Points every 24 months.
- This is a Critical Acquisition Position: Incumbent will be required to sign a written tenure agreement to remain, for a minimum of three years, in the Federal Service in the Critical Acquisition Position.

You may qualify at the NH-03 (GS-12/13 equivalent) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the NH-02 (GS-11) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to:
1. Collaborates with interdisciplinary multi-agency and/or multi-service teams and elements of the defense industrial base (e.g., defense industry primes, suppliers, or non-traditional defense companies) on manufacturing and production capabilities.
2. Demonstrates experience in two of the three: program/project management (estimate/life cycle cost/schedule/performance); Planning, Programming, Budget, and Execution (PPBE) principles; and risk management practices throughout the system life cycle.
3. Demonstrates various experiences in digital engineering and new manufacturing techniques and approaches for major weapons systems, including but not limited to additive manufacturing at scale, automation, and factory-of-the-future concepts.
