This position serves as a Property Manager in the Material Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s).

Duties

Duties include: Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Conducts market research on product pricing and performance. Researches opportunities for and conducts analysis of potential cost savings, efficiencies, and process improvements using quantitative analysis and historical usage patterns. Manages and controls NX assets for a VA HCS and supported catchment area. Resolves inventory problems requiring extensive and exhaustive research of receipts, issues, surveys and other available sources. Identifies and rectifies asset management issues with other Services, VISN-level staff, or support contractors. May be directed to travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment. Other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/15/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 for the GS-07 you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
