Duties

Perform a full range of administrative support functions and clerical duties in support of Human Resource in accordance with prescribed policies and procedures. Prepare documentation of all necessary transfers and prescribed records to Federal Record Center. Process incoming and outgoing mail transactions which includes distributing mail to the appropriate staff member and assembling out-going materials. Purchase supplies and equipment, maintain receipts, transactions, and reconcile change card statement. Coordinate procurement/contracting staff on purchasing supplies over micro-purchasing. Assistant on all other purchasing request and needs. Perform timekeeper duties by entering and validating, reviewing, coding, time and attendance records in the automated payroll system. Assist with personnel matters such as recruitments, appointments, benefits, promotions, pay issues, etc. Maintain human resources files, and initiate actions in the automated personnel system. Process financial actions related to government procurement cards, payroll and travel. Maintain, review and submit related documents, and process specialized actions using an automated financial system. Ensure all budget and financial related responsibilities comply with existing practices and policies and make recommendations on improving overall budgetary operations. Prepare edits and finalize all correspondence for office employees. Distribute to appropriate personal by tracking and maintaining records. Coordinate travel plan authorizations and vouchers, and audits post-travel documents. Maintain central filing system with reviewing, researching, locating, and monitoring inventory usages of all official forms. Provide assistant in researching and locating all reference information and all central filling system. Maintain all vehicle inspections, repairs, schedules, maintenances, and all records are met.

Requirements

  • Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.

  • This position requires procurement duties. If selected for this position, you will be required to complete a Procurement Integrity Certification, OF-333 prior to appointment.
  • This position requires a qualified typist, able to type a minimum of 40 words per minute.
  • May require a one-year probationary period.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity as indicated as follows: Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: Broad understanding and detailed procedural knowledge of purchasing, human resources and resource management functions; Knowledge of office automation hardware and software systems; and skilled in typing and using word processing and other software to produce correspondence, memoranda, reports and forms. -OR- Have graduate level education that is directly related to the work of the position such as a master's in business administration (MBA). - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is typically sedentary. Some work may require periods of walking, standing, bending, or driving a motor vehicle. The incumbent may frequently lift relatively light boxes, materials, and supplies and/or carry file folders, copied materials, books, and other similar materials. Work Environment: Work is typically located in an adequately lighted, heated, and ventilated office environment. The work environment may involve everyday risks or discomforts that require normal safety precautions typical of such places as offices, mail distribution centers, meeting and training rooms, libraries, or motor vehicles.
