The Intensive Outpatient (IOP) Coordinator is administratively responsible for coordination, integration and oversight of the treatment and services to Veterans within VA Central Iowa health care system with substance use disorders and their families. The IOP Coordinator is directly responsible for the provision of clinical services to the Veterans assigned to the IOP and other duties as assigned.
Duties
Duties of this position are, but not limited to:
Oversees and coordinates the day to day operations and implementation of the Intensive Outpatient Program for VACIHCS, with the ability to offer onsite and virtual services.
Monitoring and ensuring clinical coverage, tracking IOP attendance, providing group and other clinical coverage as needed, problem-solving challenges that may arise during programming.
Provides 9 or more hours of intensive therapeutic programming each week including, but not limited to, groups and individual therapy sessions.
Provides clinical supervision necessary for developing and implementing a successful therapeutic program for Veterans experiencing substance use and general mental health disorders and works closely with SUD CCC and outpatient sud coordinator to ensure successful program implementation.
Provide support and coordination to general outpatient sud services when needed.
Develops and implements information systems to track service activities, including visits, referrals, and inpatient days by the use of DSS system, patient demographics, equipment utilization and patient satisfaction through the use of the NEPEC system.
Promotes evidence-based practice modalities in the treatment of Substance Use Disorders.
Provides technical and clinical oversight necessary for accomplishing the work of the substance use disorder treatment including program evaluation, performance improvement activities and modification of service patterns as indicated to improve the quality of care.
Oversees the IOP adherence to Joint Commission and CARF standards of evaluation.
Oversees the development and the adherence of VACIHCS substance use disorder treatment is in compliance with the Uniform Services Handbook
Emphasizes use of evidence based practices in treatment.
Develops policies and care processes for IOP and will work in coordination with the SUD continuum of care services at VACIHCS.
Establishes oversight responsibilities, and maintains a record-keeping system for the program including preparation of reports and surveys.
Work Schedule: Monday-Friday; 8:00am-4:30pm (1 evening a week)

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Candidates must meet one of the following:
(1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE,
(2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR,
(3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
Licensure. Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State.
English Language Proficiency. MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Marriage and Family Therapist, GS-12 (Program Coordinator)
Experience, Education, and Licensure. In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to the GS-11 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT program coordinators of family programs must be trained in family systems therapy/theory. If the assignment is responsible for providing systemic clinical supervision for licensure the individual must have an AAMFT Approved Supervisor credential. In addition, the candidate must demonstrate the professional KSAs in subparagraph (b) below:
Demonstrated KSAs. In addition to meeting the KSAs for GS-12 grade level, the candidate must demonstrate all of the KSAs below:
1. Ability to organize work, set priorities, meet multiple deadlines, delegate tasks and facilitate team building.
2. Ability to manage and direct the work of others to accomplish program goals and objectives.
3. Ability to devise innovative ways to adapt work operations to new and changing programs, to develop staffing and budget requirements, and to
translate management goals and objectives into well- coordinated and controlled work operations and ensure compliance with pertinent VHA
policies.
4. Ability to establish and monitor performance priorities according to standards and program evaluation criteria.
5. Knowledge of family systems theory/therapy in coordination of family programs.
