This position is located in the Resource Management Team at Kenai Fjords National Park.
Duties
This is an exciting opportunity to work as a Physical Scientist in a dynamic environment where an icefield, mountains, and ocean meet. Fifty percent of Kenai Fjords National Park is covered in glacial ice, making it an outstanding place to observe, study, monitor, and interpret environmental change.
This is a term position with the expected duration of the term appointment greater than 1 year (e.g., not to exceed 13 months); and the agency has the option of extending the term appointment, up to a maximum of 10 years from the date of appointment. Such extensions are not guaranteed nor an employee entitlement. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.
This position is a vital member of the park's Physical Science Program within the Resource Management Team and serves as the park's Geospatial Expert/Geospatial Program Coordinator.
Major duties include, but are not limited to the following:
Serve as the park's geospatial data expert, assisting with data acquisition, processing, analyses, organization and storage (data management), and cartographic requests.
Plan, coordinate, and conduct remote sensing analyses to understand physical processes and monitor changes (with a focus on glaciers) occurring within the park.
Plan, coordinate, conduct and/or assist with field research to understand physical processes and changes (with a focus on glaciers) occurring within the park.
Prepare and/or assist in the preparation of scientific and lay person publications, prepare written reports summarizing annual accomplishments, and translate scientific and technical information about physical resources and processes into understandable concepts for diverse audiences.
Area Information:
Kenai Fjords National Park's offices are located in Seward, AK, 130 road miles south of Anchorage. The community of approximately 3,000 residents is reached via the Seward Highway. Available services include grocery stores, hardware stores, medical and dental facilities, churches, gas stations, restaurants, and other shops. Elementary through high school and a vocational school are available in Seward. Universities and all other services are available in Anchorage. Seward is located next to the Gulf of Alaska in a maritime climate and receives abundant precipitation and occasional high winds. Typical summer temperatures range in the 40s to 70s degrees F. Winter temperatures typically range from the mid-30s to zero degrees F. Seward is a very popular summer tourist destination. Numerous recreational opportunities exist year-round such as fishing, wildlife viewing, sea-kayaking, hiking, biking, skiing, and snowmachining.
Qualifications
All qualifications must be met by the closing date of this announcement-09/19/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-09 grade level, you must possess at least one or all of the following basic requirements by close of the announcement:
A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
- OR -
A combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to the basic requirements in order to qualify for this position at the GS-09 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience must include TWO OR MORE of the following activities: (1) collecting physical resource data with specialized scientific equipment; (2) interpreting scientific measurements and possible impacts, (3) managing projects and working with diverse stakeholders, and (4) writing technical references (eg. reports, documentation, published paper) using clear diction to express scientific concepts in terms accessible to a broad audience. You must include hours per week worked. Experience equivalent to the GS-07 may be professional work at the developmental or trainee level. Lower graded technician/assistant work alone is not qualifying for this series. You must provide hours/week and to/from dates (mo/yr) on your resume.
- OR -
EDUCATION: Successful completion of at least 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. You must include transcripts.
- OR -
Successful completion of a combination of education and experience as described above. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 18 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. The total must equal at least 100 percent to qualify. You must provide copies of your transcript and the hours worked per week on your resume.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
