The Supervisory Audiovisual Production Specialist is located in under the Public Affairs Office within the Southeast Louisiana Veterans Health Care System (SLVHCS). The Supervisory Audiovisual Production Specialist is a key member of the Medical Media team who serves the hospital's targeted audiences of Veterans, faculty, staff, students, researchers, and community members at SLVHCS's campus and Community Based Outpatient Clinics (CBOCs) and is often called upon to support VISN 16's media needs.

Duties

Duties include but are not limited to: Participates directly in audiovisual production and photography and is instrumental in the overall development, production and delivery of the audiovisual needs of the Southeast Louisiana Veterans Health Care System. Provides transcription of video or audio products for use in scripts and captioning. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees. Provides editing, audio and/or video support for completion of video in post production process using computer-based software. Evaluates work performance of subordinates and gives advice, counsel, and/or instruction to employees on both work and administrative matters. Works independently and his/her actions are reviewed primarily for results obtained in achieving goals and objectives and in providing support for the attainment of program goals and objectives. Work Schedule: Full Time, Monday - Friday, 8:00 am - 4:30 pm subject to change based on the needs of the facility. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirement: Applicants who meet the Individual Occupational Requirements described below are fully qualified for the specified entry grade and must also meet the specialized experience and/or education requirements. Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position. This includes work directly connected with the production aspects of the field(s) of the position to be filled. In addition to meeting the above Individual Occupational Requirement (IOR), applicants must also meet the experience and/or directly related education relevant to this position. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to Visually interpreting a variety of objects, materials, ideas, and information covering a wide range of general and specialized subject matter relating to the primary mission and organizational functions of the units served. Using various cameras, photographic media, lighting techniques and video production equipment. Using broadband transmission of video and audio data over internet connections to one or more specific IP addresses to multiple audiences. Provides transcription of video or audio products for use in scripts and captioning. Responsible for the direction and production of assigned videos and multimedia projects. Provides appropriate still photography support when necessary. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires that the incumbent have good eyesight, manual dexterity and the ability to sit and/or stand for prolonged periods of time. The incumbent transports video and photography equipment and must frequently carry standard photographic and video recording equipment to various locations.
