This DCAA Headquarters position will be located at Fort Belvoir, VA, La Palma CA, Smyrna, GA, Lowell MA, Cherry Hill, NJ, King of Prussia, PA, or Irving TX. Duties

The position is located in the Policies and Programs Branch (CPP), Human Capital Division (CP), Directorate of Human Capital and Resource Management (C), Defense Contract Audit Agency (DCAA), Fort Belvoir, VA. Serves as an HR Specialist in one of more of the following functional areas: recruitment/staffing, position management, performance management, awards, pay and compensation, leave and hours of duty, employee relations, telework, benefits. Analyzes, reviews, coordinates, and develops applicable guidance for assigned HR policies and programs for Agency-wide application. Develops, reviews and revises Agency policies, practices, and procedures to ensure compliance with existing, changed, or new Federal and DoD guidance. Establishes and maintains effective working relationships with DCAA HQ Directorates, Regions, and Corporate Audit Directorate (CAD) offices. Furnishes staff advice and assistance to Agency management officials and HR operations branches in assigned program areas.

Qualifications

All qualification and time-in-grade (if applicable) requirements must be met within 30 days of the closing date of this announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, Administrative and Management Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume.Specialized experience includes: Experience researching, interpreting, developing, and applying appropriate Federal laws, legislations, regulations, policies and guidelines as it relates to various human resources disciplines; Providing management advisory service to staff members, management and senior officials on Federal human resources management principles, techniques, acceptable practices; Advising on difficult and complex issues and making recommendations on how best to resolve issues; Providing technical advice on appropriate application of Federal statutory, regulatory, and procedural requirements; Applying analytical and problem solving methods and techniques; and Presenting findings or recommendations. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Interagency Career Transition Assistance Program (ICTAP): You must be well qualified for the position to receive special selection priority under the ICTAP. A qualified ICTAP eligible achieving a score of 90 or above will be considered well qualified.
