This developmental position is organizationally aligned under the Facilities Service Line, Projects and Engineering Department at the Tomah VA Medical Center, Tomah, WI., (676) - a Level 3 Complexity VHA Facility.

Duties

Promotion Potential: The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-09 to GS-11. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major duties: Participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials. Reviews correspondence and reports on construction status and progress. Reviews or initiates proposed changes in contract requirements and makes recommendations for desirability, construction feasibility, and reasonableness of costs. Decides upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures, end effectiveness of earth placement procedures. Uses a variety of guidelines, manuals, and standard reference materials. Negotiates changes with contractor's representatives and presentation of data as basis for substantiating contract modifications. Recommends progress payments based upon the percentage of work satisfactorily completed and also determines any withholdings for unsatisfactory work. Confers with co-workers on problems of control, administration, and safety and makes decisions to address specific problems. Using judgment and initiative reviews specification packages, design drawings, and independent government cost estimates for bid ability and constructability. Assists engineer and/or project manager with preparing modification documents which involve design changes differing site conditions, variations in quantity estimates, changes in specifications end drawings, etc., resulting from deficiencies encountered during the construction phase. Work Schedule: Full time, Monday - Friday, 8:00am - 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 9 position you must have served 52 weeks at the GS 7. For a GS 10 position you must have served 52 weeks at the GS 9. For a GS 11 position you must have served 52 weeks at the GS 10. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Basic - Individual Occupational Requirement (IOR): Specialized Experience GS-5 grade level: The following is the specialized experience required to meet the basic requirement for this occupation. Engineering and or technician or surveying technician performing work directly related to construction. OR Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship and insuring adherence to safely requirements. OR Supervisor of craftsperson, equipment operations, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. OR Education GS-5 grade level: Successful completion of a full 4-year course of study leading to a bachelor's degree with a major study in an appropriate field of engineering, construction, or industrial technology, or that included at least 24 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science, industrial technology, industrial arts, or technical subjects pertinent to construction or engineering technician work such as electricity, material testing, or engineering mechanics. Transcripts Required In addition to the Individual Occupational Requirement as stated above the following is the experience or education requirement to qualify for this position. GS 9 Specialized Experience: At least one (1) full year of experience equivalent to the GS-7 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience consists of: Knowledge of established construction industry safety standards and their application in order to determine adequacy and validity of contractor data and compliance with safety requirements.; Knowledge of common contractual requirements, terms, conditions, plans, and specifications including statements of work, performance standards, contractor surveillance methods, administration, surveillance, and evaluation functions.; Skill in preparing and maintaining designs using AutoCAD or other specialized software.; Skill in gathering, analyzing, and maintaining clearly defined statistical data and reports that monitor contract compliance.; Ability to communicate orally and in writing to convey information and to prepare briefing papers. -OR- GS 9 Substitution of Education for Specialized Experience: Must possess Two full years of graduate education or a master's degree directly related to the work of this position. Note: Transcripts Required GS-10 Specialized Experience: I possess at least one (1) full year of experience equivalent to the GS-9 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience consists of: Participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials.; Reviews final plans and specifications for construction feasibility and practical accomplishment and interprets technical portions of plans having clear precedent for other participants. Reviews correspondence and reports on construction status and progress, decides upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures, end effectiveness of earth placement procedures. Prepares documentation and sketches of contract changes, estimates of costs for modifications, materials, and equipment, evaluating conditions at the work site, field measurements, computations, local prices, negotiates changes with contractor's representatives and presentation of data. GS-11 Specialized Experience: I possess at least one (1) full year of experience equivalent to the GS-10 level. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience consists of: Attends and participates in pre bid conferences to orient and inform bidders as to features, requirements, and special conditions. Reviews final plans and specifications for construction feasibility and practical accomplishment and interprets technical portions for other participants. Reviews correspondence and reports on construction status and progress, tests, administration, end contractor's estimates relative to construction of the project and unanticipated contingencies and makes decisions and/or recommendations. Reviews or initiates proposed changes in contract requirements and makes recommendations for desirability, construction feasibility, and reasonableness of costs. Decides upon such matters as suitability of completed work, adequacy of construction equipment, practicability of construction operations, reasonableness of schedules and estimates, adequacy of inspection and control procedures, end effectiveness of earth placement procedures. Negotiates changes with contractor's representatives and presentation of data as basis for substantiating contract modifications. Provides oversight of construction operations using established methods, procedures, and techniques to ensure proper quality and quantity of material and equipment, workmanship, adequacy of contractor's methods, procedures and operations, and to ensure that the work is carried out in accordance to plans and specifications.

Education

There is no educational substitution at Grade levels GS 10 and GS 11.
