This position is located within the Department of Energy, Office of Intelligence and Counterintelligence (DOE-IN), Human Resources Division. As a Management Analysis Officer, you will responsible for managing human resources support that aids and facilitates mission success in the areas of foreign intelligence, counterintelligence, environment, and energy, and IN program management across the DOE complex on a daily basis.

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion. At the full performance level GS-15, Management Analysis Officer, you will: Provide advice and guidance to the Principal Deputy Director, program directors, and senior staff members on human resources, organizational structure, staffing and succession planning, and continuity of operations projects and program direction. Serve as the principal point of contact and policy coordinator for human capital management, organizational structure and alignment, staffing and succession planning, and continuity of operations support within the organization. Oversee the day-to-day management and operations of the human resources division of the Principal Deputy Director. Plan work to be accomplished by subordinates; set and adjust short-term priorities; prepare schedules for completion of work and assign work to subordinates based on priorities. Brief the Principal Deputy Director and senior Department of Energy (DOE) management on events, developments, and unanticipated requirements of a critical or extraordinarily important nature.

Requirements

  • Must be a U.S. Citizen or National.

  • May be required to successfully complete a one year trial period.
  • May be required to successfully complete a one year supervisory probationary period.
  • Must obtain and maintain a current "Q" security clearance.
  • Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
  • Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: For the GS-15 position, experience must be at least equivalent to the GS-14 level: Participating in staff meetings to provide input on issues requiring decisions, status of activities in progress, maintain awareness of new developments, or make recommendations on policy, program, or management problems. Providing advice, analysis, or assistance to senior management officials on issues concerning policy, programmatic or administrative actions. Briefing management on controversial issues or program management actions to resolve potential problems concerning mission accomplishment. Providing guidance on a wide variety of Human Resources areas such as recruitment processes, workforce planning, payroll or Equal Employment Opportunity to ensure mission accomplishment. The OPM Group Qualification Standard for this position is: 0343 - Clerical and Administrative Support Positions "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
