This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Supervisory Intelligence Research Specialist, you will conduct and supervise of all Counterintelligence (CI) activities and operations across headquarters and the field offices.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
At the full performance level GS-15, Supervisory Intelligence Research Specialist, you will:
Support the Deputy Director in evaluating, planning, coordinating, controlling and directing Counterintelligence (CI) operations and
countermeasures regarding all intelligence related policy, goals, objectives and procedures.
Develop and coordinate Department of Energy (DOE) policies, plans and procedures relating to the CI program and their implementation across headquarters and the field offices.
Plan and oversee day-to-day operations of personnel working within the CI division as well as personnel on detail to other government agencies.
Develop annual planning inputs to include appropriate budgeting, staffing priorities, equipment needs, training plans, and day-to-day
program activities.
Requirements

- May be required to successfully complete a one year trial period.
- May be required to successfully complete a supervisory probationary period.
- Must obtain and maintain a current "Q" security clearance.
- Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
- Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
- You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade GS-14 level in the Federal service. Specialized experience for this position is defined as:
Reviewing counterintelligence and intelligence resources for adequacy to develop and implements plans to establishes priorities and goals.
Participating in budget development to ensure plans are executed within accordance with approve allocations or timetables.
Maintaining liaison relationships with senior officials and other outside agencies on matters relating to counterintelligence.
Participating in intelligence briefs to congressional committees and other outside agencies with ideas and suggestion for program improvement.
