The Secretary (OA) works in the Health Administration Service (HAS), providing timekeeping, financial record? keeping responsibilities, procurement of office supplies, correspondence, telephone, training records, file management, other administrative needs of the Service Line Manager.
Duties
Duties include but are not limited to the following:
Receives, schedules, refers, and contacts members of the NAVAHCS staff, VHA, and persons outside the VHA ranging from other government agencies to the general public.
Provide Information about the office, its functions. and standard operating procedures, as well as similar information.
Answer calls when the requested information concerns routine and procedural requirements.
Process incoming and outgoing material such as correspondence, reports, memoranda, and other forms of written communication.
Compose letters and reports, reviews correspondence for accuracy and completeness, prepares public presentation outlines, and develops standards or form letters and replies to inquiries.
Provide instructions to staff, collects information, and prepares collaborative replies to correspondents.
Serve as a recorder all HAS service line meetings and committees where HAS management is chairing or responsible for minutes.
Prepare all paperwork needed for employee management.
Maintain activity calendar for HAS Service Line Manager.
Schedule appointments, coordinates meetings, and/or schedules conferences.
Provide based on the subject matter of the meeting arrange for appropriate space for conferences with detail to administrative needs.
Obtain and monitor the use of services, supplies, equipment for the office.
Procure or justify the full range of office services.
Utilize the proper procedures for procuring, authorizing, controlling, and justifying these services.
Serve as timekeeper including all related responsibilities and reports.
Follow all policies and procedures pertaining to being a timekeeper.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-03. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-03 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Receives, schedules, refers and contacts members of the staff, agency and persons outside the agency ranging from other government agencies to the general public; Screens the supervisor and staff member calls and determines if the call requires their attention; Supplying the requested information when the question concerns information the employee is familiar with or can easily get (e.g., status of reports, suspense date, procedural requirements); Providing general clerical public contact support services such as answering the telephone, referring visitors, or providing information about the office, its functions, and standard operating procedures, as well as similar information.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Bachelors degree or four full academic years above high school education leading to such a degree. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education above high school.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work with computers is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, and carrying of items like paper books. No special physical demands are required to perform the work.
