You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST (Branch Manager) in the Policy & Self Assessment Branch (0212), in the Acquisition Policy/Oversight Division (021), Contracts Department (02) of NAVSURFWARCEN IH DIV.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14.
Duties
You will direct and supervise branch personnel and be responsible for the timeliness, accuracy and quality of the products/services, to include data calls, policies, and procedures which are disseminated internal and external to the department.
You will interpret, apply and disseminate Federal, Department of Defense (DoD), Department of Navy (DON) and local acquisition regulations, policies, and procedures to the Contracts Department personnel.
You will develop and update policies, instructions, and standard operating procedures for the Contracts Department to assist in ensuring compliance with Federal, DoD, DON, Naval Sea Systems Command (NAVSEA) and other regulations.
You will initiate and participate in process improvement initiatives and serve as the Command point of contact for inspections for contract planning, development, execution, administration and closeout.
You will coordinate and lead the preparation of audits to include the Procurement Surveillance Program (PSP) ?and the Managers Internal Control (MIC) Program.
You will independently interface with Department Heads, Warfare Center Divisions, and NAVSEA Headquarters (HQ).

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional contracting specialist, interpreting and disseminating contracting policies, responding to data calls/monitoring metrics and ensuring compliance within an organization.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
