Duties

You will provide procurement/contract administration services in support of repair, life cycle management, and new construction. You will analyze and execute changes from the inception of the request until final negotiation and contract price adjustment. You will determine whether proposed changes are within the scope of the contract involved. You will research contractual problems and providing analysis. You will keep contracting officer and senior management apprised of issues that may result in potential claims.

Requirements

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector as a professional contract specialist managing contract award administration activities to support life cycle and new ship construction. Examples of specialized experience includes: 1) managing Blanket Ordering Agreement administration efforts, 2) conducting price/cost analysis, 3) negotiating new orders and contract changes, and 4) ensuring contract compliance with terms and conditions of contracts. -OR- FOR GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector as a professional contract specialist conducting contract post award administration activities to support life cycle and new ship construction. Examples of specialized experience includes: 1) performing Blanket Ordering Agreement administration efforts,2) performing price/cost analysis, 3) negotiating new orders and contract changes, and 4) ensuring contract compliance with terms and conditions of contracts. -OR- FOR GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector as a professional contract specialist assisting with contract post award administration activities to support life cycle and new ship construction. Examples of specialized experience includes: 1) performing Blanket Ordering Agreement administration efforts,2) performing price/cost analysis, 3) negotiating new orders and contract changes, and 4) ensuring contract compliance with terms and conditions of contracts. Education

The following education may be substituted for experience:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

FOR GS-11: Successful completion of a Ph.D. or equivalent doctoral degree in any combination of accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR completed three full academic years of progressively higher level graduate.

FOR GS-09: A Master's or equivalent graduate degree; OR
Two full years of progressively higher level graduate education leading to a Master's or equivalent degree; OR
An LL.B. or J.D. degree in a field directly related to the position being filled; OR
A combination of experience and graduate education as described above that equates to one year of experience.
