The primary purpose of this position is to provide timekeeper, administrative, and clerical support to the Office of Integrated Veterans Care. This position is located within the Chief of Staff service line and provides administrative program support for approximately 250+ employees within the care line. The workload is unpredictable, and the employee must be flexible and adaptive to remain responsive to multiple demands made by internal and external sources.

Duties

Major duties include, but are not limited to: The incumbent will perform the following administrative tasks for assigned sections within OIVC: mail receipt and distribution, correspondence preparation, and tracking of compliance by the section with numerous administrative requirements (e.g., printing and mailing imaging results, VATAS report review, schedule review). Monitors all aspects of the section's time and attendance programs and makes recommendations to improve or modify methods for disseminating information to intended audiences. Performs timekeeper functions for OIVC employees with various tours of duty, which may vary substantially. Serves as the official point of contact for timekeeping queries for the HRMS service. Performs leave computations/charges: regular annual leave, sick leave, leave without pay; in addition to leave charges requiring special notations such as military leave, absence without leave charges, authorized/administrative absences, travel status, jury duty, suspensions, and workers' compensation. Utilizes injury reports for extracting required payroll information and documenting pertinent facts. Responsible for initiating and maintaining audits to track leave, holiday status, etc., on all OIVC employees. Prepares Time and Attendance Reports for the OIVC section. Serves as the section's "Assistant Coordinator" to facilitate daily management of staffing/telework tracking/reporting. Conduct reviews to determine the efficiency, and effectiveness of staffing levels to determine whether OIVC has complied with Office of Community Care staffing methodology. Reviews proposed leave requests to ensure proper staffing levels are consistent with the OIVC staffing model, as well as the proper distribution of disciplines. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing a variety of administrative tasks within an office setting; performing timekeeper functions for various tours of duty; and preparing Time and Attendance Reports.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four (4) years of education above the high school level in any field which high school graduation or the equivalent is the normal prerequisite. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have equivalent combination of successfully completed post-high school education (beyond the second year) and specialized experience as described above, which meet the total experience requirements for this grade level. You will be rated on the following Competencies for this position: Computer SkillsCustomer Service (Clerical/Technical)Self-Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is generally sedentary although there may be some walking, bending, or standing for short periods of time or carrying light items such as files, papers, books, audiovisual equipment, etc. The work requires no special physical demands. Employee must be comfortable working with employees who are in a virtual work environment.
