This position is located on the San Juan National Forest in Bayfield, CO. The position is responsible for performing program work involved in environmental protection, land management planning, and environmental law compliance, including the National Environmental Policy Act (NEPA) and National Forest Management Act (NFMA). Duties

Maintains a working knowledge of current environmental laws, regulations, and policies and applies those laws, regulations, and policies to advise and lead unit interdisciplinary teams. Serves as interdisciplinary team lead to carry out environmental studies and evaluations to determine the impacts of various actions or events, such as forest planning projects, on the environment. Performs detailed review of environmental studies, environmental analysis documents, and evaluations. Leads writing and developing environmental analysis reports and reviews data collected by other specialists for preparation of environmental documents. Interprets and disseminates changes, decisions, and directions regarding all environmental policies that would affect the unit. Serves as the unit FOIA coordinator, and as the principle advisor, provides interpretation and guidance to unit personnel who process FOIA requests. Serves as the administrative review and litigation coordinator in the implementation of the administrative appeals and objections procedures. Develops NEPA-related Enterprise and contracted NEPA work agreements. Performs supervisory duties 20% or less of the time. Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-11 level: You must have one year specialized experience equivalent to the GS-09 level in the Federal service. Examples of specialized experience include: Planned, directed, and advised personnel on compliance efforts regarding National Environmental Policy Act (NEPA), regulations of the President's Council on Environmental Quality (CEQ), Freedom of Information Act (FOIA) and organizational policy. Mediated conflicting viewpoints of Interdisciplinary Team (IDT) members on preparation and processing of categorical exclusions, environmental assessments, and environmental impact statements. Executed and coordinated final evaluation and review of environmental analysis documents for natural resource related projects and/or programs to ensure compliance with multiple environmental policy requirements. Communicated with Federal, State, and local government officials, special interest groups, general public, and stakeholders to provide interpretation of requirements and applicability of NEPA, CEQ, FOIA, objections, appeals, and litigation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
